The Senior Human Resources Manager is a key role within the Canadian HR team, working closely with the Vice President, Human Resources to help lead and deliver people priorities across ACCIONA’s Construction business in Canada.
With a strong focus on talent and HR operations, this role requires an approachable and versatile HR professional who can move comfortably between strategic priorities, leadership, and hands-on operational work. They will take ownership of key areas, support and guide the HR team, and remain close to employees and the day-to-day realities of our projects and organization.
Success in this role means understanding both our people and ACCIONA - helping employees succeed, grow, and feel connected to the broader organization while supporting ACCIONA’s goals in an environment that is continually evolving. The role requires flexibility, sound judgment and a willingness to step in wherever needed.

The role is based in-office in Toronto, close to Pearson Airport, with regular visits to project sites across the GTA, and may include periodic travel within Canada and limited international travel.
Main Responsibilities:
- HR Leadership & Partnership – Work closely with the Vice President, Human Resources to deliver effective, proactive and intentional HR support across Canada, taking ownership of key areas while remaining actively involved in day-to-day HR delivery.
- HR Team Leadership & Capability Building – Provide leadership, coaching, and guidance to the HR team, build capability, solve problems, and work together effectively, while stepping in directly where needed.
- Talent & HR Operations – Lead and contribute across talent and HR operations, balancing ownership of programs and initiatives with hands-on involvement in the processes and operational work that keep HR running effectively.
- Talent, Learning & Development – Lead and support talent management, workforce planning, succession, learning and development, career development, and other initiatives that help our people grow and build their careers within ACCIONA.
- Recruitment & Internal Mobility – Provide leadership and oversight across recruitment and internal mobility, helping attract strong talent while creating opportunities for existing employees and supporting movement across projects and the broader ACCIONA organization. Ensure that we are working in an efficient, coordinated way as an HR team.
- Employee Engagement & ACCIONA Connection – Help strengthen employee engagement and connection to ACCIONA, particularly for employees working within our projects. Build understanding of ACCIONA, our culture, opportunities, programs, and ways of working, and help employees navigate and take advantage of the broader organization.
- Diversity, Equity & Inclusion – Help advance DEI priorities and foster an inclusive workplace, embedding inclusive practices across our people programs and employee experience.
- Employee Relations & Organizational Effectiveness – Provide practical, balanced guidance and hands-on support across employee relations, complex peop0le and organizational matters, and workplace challenges, working directly with employees, managers, and teams as needed.
- Systems, Data & Insights – Support the effective use of HR systems, data, reporting, and workforce insights to strengthen decision-making and HR delivery.
- HR Projects & Continuous Improvement – Lead and contribute to HR projects and initiatives, identify opportunities to improve the employee experience and HR delivery, and help turn ideas into practical solutions. Depending on the need, this may mean leading, coordinating, or directly doing the work.
- Broader HR Support – Contribute across the full range of HR and organizational priorities as needs arise. The scope of the role is intentionally broad and will evolve over time, requiring flexibility and a willingness to take on new or unexpected priorities that support our people and ACCIONA.
Preferred Experience/Qualifications:
- Degree or diploma in Human Resources or a related field preferred.
- Progressive Human Resources experience with broad exposure across different areas of HR. The depth, breadth, and relevance of experience are more important than a specific number of years.
- Experience leading, coaching, mentoring, or supporting the development of HR professionals and teams preferred.
- Strong experience across talent management, HR operations, and other core areas of Human Resources.
- Experience working through employee relations, performance, workplace investigations, and complex people and organizational matters.
- Demonstrated ability to take ownership of initiatives and problems, work through the details, and drive things through to completion.
- Strong understanding of how HR connects with broader organizational and operational needs.
- Strong relationship-building and communication skills, with the ability to work effectively with employees, teams, and leaders at all levels.
- Sound judgment, practical problem-solving skills, and the ability to make thoughtful decisions, including when situations are not straightforward.
- Comfortable working with systems, processes, data, and the operational side of HR.
- Highly adaptable and able to move easily between strategic thinking, problem-solving, collaboration, and hands-on execution.
- Comfortable working in a fast-paced, evolving environment where responsibilities and needs may change.
