ACCIONA is seeking a highly strategic and results-driven VP Business Development – Construction to lead growth initiatives throughout Canada.
This role is responsible for identifying, developing, and securing major infrastructure opportunities and expanding ACCIONA’s footprint in the Canadian market. The VP will play a key leadership role in shaping market strategy, building client relationships, and overseeing opportunity development through to financial close.

Main Responsibilities:
Strategy & Market Development
- Develop and execute ACCIONA’s Canadian growth strategy across water, transportation, energy infrastructure, defence and social assets.
- Identify and prioritize pipeline opportunities
- Monitor market trends, procurement pipelines, and competitor activity.
- Position ACCIONA as a leading collaborative delivery partner and constructor
Business Development & Origination
- Lead origination efforts for large-scale projects including:
- Transportation infrastructure (rail, roads, bridges, hydro, tunnels)
- Defence & Hydro Projects & Data Centers
- Collaborative Delivery Model Champion
- Source and evaluate opportunities with public sector clients and private partners.
- Build and manage strategic partnerships, joint ventures, and consortiums.
- Promote ADENA – ACCIONA’s independent design firm.
Client & Stakeholder Engagement
- Build and maintain relationships with:
- Federal, provincial, and municipal authorities
- Infrastructure agencies (e.g., Infrastructure Ontario, Partnerships BC, CDPQ Infra, etc.)
- Indigenous communities and stakeholders
- Represent ACCIONA in industry forums and strategic discussions.
- Lead negotiations with clients and partners.
Team Leadership & Collaboration
- Lead and mentor the Canadian BD team across sectors.
- Collaborate closely with:
- Engineering and construction teams
- Concessions and asset management teams
- Global ACCIONA business units
- Foster a high-performance, collaborative culture.
Preferred Experience/Qualifications:
Education
- Bachelor’s degree in Engineering, Finance, Business, or related field
- MBA or Master’s degree (preferred)
Experience
- 15+ years in infrastructure business development, project finance, or major project delivery (preferred)
- Strong experience in Canadian infrastructure markets (P3/PFI)
- Proven track record of winning large-scale projects ($500M+)
Experience across:
- Water infrastructure
- Construction/EPC projects
- Defence projects
- Large Transit Experience

- Deep understanding of Canadian Construction Market
- Exceptional stakeholder management and negotiation skills
- Strategic thinking with strong execution capability
- Leadership experience managing complex bid teams
- Ability to operate in a matrixed global organization
- Ideally able to join Exco’s as needed.

- Frequent travel across Canada and occasional international travel
Reporting Line
- Reports to: ACCIONA Country Manager directly, dotted line to SVP BD North America.
- Works closely with global Infrastructure, Water, and Concessions divisions
