Job Description
On behalf of our public sector client, Affinity is seeking a Senior Technology Acquisition Consultant with significant experience in technology procurement, sourcing strategy, and vendor management. This role will work closely with IT leadership and business stakeholders to define service requirements, evaluate vendor-market options, and develop RFx documentation supporting strategic technology initiatives.
The consultant will also support the development of supplier qualification frameworks, sourcing strategies, and procurement processes aimed at improving vendor selection, accelerating service delivery, and aligning technology investments with organizational objectives.

On behalf of our public sector client, Affinity is seeking a Senior Technology Acquisition Consultant with significant experience in technology procurement, sourcing strategy, and vendor management. This role will work closely with IT leadership and business stakeholders to define service requirements, evaluate vendor-market options, and develop RFx documentation supporting strategic technology initiatives.
The consultant will also support the development of supplier qualification frameworks, sourcing strategies, and procurement processes aimed at improving vendor selection, accelerating service delivery, and aligning technology investments with organizational objectives.
Responsibilities
- Develop and support IT Vendor Management and Service Delivery strategies.
- Coordinate technology sourcing initiatives across multiple stakeholder groups.
- Develop frameworks that categorize and prioritize IT service areas for sourcing activities.
- Prepare and manage RFx documentation, including:
- Scope of work definitions
- Technical requirements
- Evaluation criteria
- Supplier qualification requirements
- Scoring methodologies
- Vendor selection recommendations
- Translate business, technical, architectural, integration, security, and operational requirements into sourcing documentation.
- Support supplier qualification and vendor selection processes.
- Enhance and modernize sourcing templates, evaluation frameworks, and procurement documentation.
- Identify opportunities to improve project delivery through innovative sourcing approaches.
- Collaborate with IT, Procurement, Finance, Legal, and executive leadership teams on sourcing strategy development and execution.
- Ensure sourcing initiatives align with governance, compliance requirements, vendor oversight frameworks, and service delivery objectives.
- IT Service Category & RFx Prioritization Framework.
- Technology Sourcing Strategy and Vendor Management Recommendations.
- RFx Documentation Packages, including evaluation criteria, supplier qualification requirements, and scoring models.
- Supplier Qualification and E-Sourcing Support Documentation.
- Business Needs Assessments and Strategic Workplans.
- Recommendations for process improvements supporting future technology sourcing initiatives.
- 10+ years of IT experience, including significant technology sourcing, vendor management, and procurement experience.
- Experience as a Senior IT Business Analyst, IT Sourcing Consultant, Technology Procurement Consultant, or similar role.
- Extensive experience supporting RFx development and execution within large enterprise environments.
- Strong requirements gathering and stakeholder facilitation experience.
- Broad understanding of multiple IT disciplines, including infrastructure, software, managed services, professional services, and vendor management.
- Proven ability to translate business and technical requirements into:
- RFx documentation
- Vendor qualification frameworks
- Evaluation criteria
- Scoring matrices
- Decision-support materials
- Strong project coordination and organizational skills.
- Experience working within regulated or public-sector procurement environments is considered an asset.
- Knowledge of Canadian trade agreement procurement frameworks is considered an asset.
- Strong analytical, problem-solving, and strategic thinking skills.
- Innovative and solutions-focused approach to technology sourcing and procurement.
- Lean, process improvement, or operational optimization experience is considered an asset.
