Africans in Partnership Against AIDS (APAA) is a community-based organization serving African, Caribbean and Black communities and people living with or affected by HIV. APAA delivers culturally responsive programs, education, outreach, support, and partnerships that advance HIV prevention, care and support, health equity, and community well-being.
Position Summary
The Programs & Operations Manager provides leadership across APAA’s program delivery and internal operations. The role oversees day-to-day programs, staff supervision, funder compliance, operational systems, budgeting and resource coordination, and service quality. Working closely with the Executive Director, the Manager helps ensure APAA’s programs and internal systems operate effectively, consistently, and in accordance with organizational and funder requirements.
Key Responsibilities
- Program Leadership and Service Delivery: Oversee day-to-day program and service delivery, ensuring alignment with workplans, funding requirements, organizational priorities, and service standards while supporting planning, outreach, events, and performance monitoring.
- Staff Supervision and Human Resources Support: Supervise, coach, and support staff in a unionized environment, including work planning, recruitment, onboarding, performance management, and accountability, in accordance with the collective agreement and labour-management processes.
- Operations and Internal Systems: Oversee and strengthen administrative and operational systems, including internal workflows, facilities, technology, vendors, records, compliance, health and safety, privacy, and other operational supports.
- Funder Compliance, Reporting and Evaluation: Monitor funded deliverables, reporting requirements, and data quality, while supporting funder reports, evaluation, outcome measurement, quality improvement, and program compliance.
- Budget and Resource Management: Support program and operational budget development and monitoring, including expense tracking, forecasting, variance review, and the appropriate use of funded resources
- Partnerships and Organizational Representation: Maintain relationships with funders, community partners, and stakeholders; represent APAA at sector and community tables; and support partnerships, collaborative programming, funding opportunities, and service improvement.
- Organizational Leadership: Support the Executive Director in implementing organizational priorities and strategic direction, while contributing to organizational planning, change management, risk management, and continuous improvement.
Qualifications
Post-secondary education in social services, nonprofit management, public administration, business administration, public health, or a related field, or an equivalent combination of education and experience.
Minimum three years of management experience in a related nonprofit, community health, social services, or community-based setting, including experience supervising staff in a unionized environment.
Knowledge of HIV, harm reduction, African, Caribbean and Black communities, and the broader community health sector is considered a strong asset.
Experience supervising staff in a unionized workplace, including applying collective agreement provisions and supporting performance management, attendance, and workplace processes.
