About The Role
The Senior Data Engineer at CarePartners plays a pivotal role in shaping the organization’s data ecosystem. This position is responsible for designing, implementing, and maintaining a robust enterprise data environment that supports strategic decision-making, regulatory compliance, operational excellence, and technological innovation such as artificial intelligence. The role involves leading data governance initiatives, developing scalable data architecture, and ensuring the security and integrity of sensitive healthcare data, including PHI and PII.
Working across multiple domains - clinical, operational, financial, HR, and technology - the Senior Data Engineer acts as a strategic partner to business and technology leaders, translating complex data requirements into effective technical solutions. This role requires a proactive approach to data quality, integration, and analytics enablement, fostering a data-driven culture within the organization. The position also involves supporting emerging AI initiatives by establishing foundational data capabilities, ensuring data governance, and promoting responsible data practices aligned with industry standards and regulations.
Qualifications
- A bachelor's degree or equivalent practical experience in data engineering, information systems, health informatics, or a related field.
- Minimum of 7 years of experience in data-related roles such as Data Engineer, Analytics Engineer, Data Warehouse Engineer, or similar positions.
- Exceptional SQL skills and extensive experience working with relational databases.
- Proficiency in building ETL/ELT pipelines from source systems into data warehouses or cloud platforms.
- Experience with programming languages like Python or similar for data processing tasks.
- Deep understanding of data modeling, data warehouse design (including medallion architectures), and organizing data for analytics and reporting.
- Experience working with healthcare data, preferably in clinical or home healthcare environments, is highly desirable.
- Knowledge of healthcare privacy and security standards, including responsible handling of PHI, is preferred.
- Familiarity with healthcare data standards such as HL7, FHIR, or ICD.
- Hands-on experience with cloud platforms like AWS, Azure, or Google Cloud, and data platforms such as Snowflake, Databricks, or Azure Synapse.
- Proficiency with business intelligence tools like Power BI, Tableau, or Looker.
- Strong communication skills with the ability to explain technical concepts to non-technical stakeholders.
- Experience with data governance practices including data quality, documentation, access controls, and privacy management.
- Ability to work collaboratively with data analysts and provide mentorship and guidance.
- Willingness to travel within Ontario and work flexible hours, including non-traditional and on-call schedules.
- Valid driver’s license, own vehicle, appropriate insurance, and a clear criminal record.
Responsibilities
- Lead the development and enforcement of the organization’s Data Governance framework through the Data Governance Council, establishing standards for data ownership, stewardship, quality, access, and lifecycle management.
- Ensure the secure and compliant management of sensitive healthcare data, including PHI and PII, aligning with privacy regulations and organizational policies.
- Design, develop, and maintain enterprise data architecture, including data models, structures, and integration patterns that support reporting, analytics, and operational needs.
- Develop and support scalable, high-performance data pipelines, including ETL/ELT processes, integrating data from clinical, financial, operational, HR, and third-party systems.
- Implement automated data monitoring, validation, and error handling to ensure data integrity and reliability.
- Establish enterprise data quality standards, conduct root cause analysis for data issues, and collaborate on corrective actions to improve data trustworthiness.
- Partner with business, clinical, and operational leaders to develop trusted datasets that enable reporting, analytics, and decision-making initiatives.
- Support AI and advanced analytics initiatives by establishing foundational data capabilities, ensuring data governance, and managing data security and privacy.
- Maintain comprehensive documentation of data sources, lineage, transformations, business definitions, and governance processes to promote transparency and maintainability.
- Drive continuous improvement initiatives to enhance data processes, security, scalability, and operational efficiency.
- Promote best practices in data management, governance, and analytics across the organization, fostering a culture of data stewardship and innovation.
