IT Technology Acquisition Specialist

Our client is seeking a Senior IT Technology/Outsourcing Acquisition consultant to assist with partnering with IT to gather requirements for large-scale upgrading/RFP functions for their organization.

Initial Contract Duration: 6-8 months; extension possible

Location: Hybrid, Calgary, AB

BACKGROUND

We are seeking an IT professional, such as a senior IT business analyst or IT sourcing consultant, with extensive experience gathering and assembling requirements across multiple IT service domains and supporting technology sourcing initiatives. This is primarily an IT role: the consultant will help IT define service requirements, assess vendor-market options, and prepare procurement-ready materials, while Supply Chain Management (SCM) provides guidance on procurement policy, process, and compliance.

Immediate priorities will be to develop a series of RFx to prequalify different categories of IT service vendors for future work. They will also work to support SCM to pilot use of a Request for Supplier Qualifications (RFSQ) by providing IT requirements and modify existing IT RFx templates to support the RFSQ process. The role will be overseen by the Associate Director, Architecture and Solutions and will work with the CIO, IT leadership, SCM, and the Vice-President, Digital Transformation and Technology on the strategy and related RFx execution.

SCOPE OF WORK

• Work with SCM and IT to develop the IT Vendor Management and Service Delivery Strategy
• Coordinate work on this initiative.
• Plan a matrix of IT services categories that can be served by groups of vendors.
• Develop and execute, in collaboration with SCM, a series of RFx documents. Pre-qualify vendors or otherwise establish fit-for-purpose sourcing vehicles, including scopes of work, technical requirements, evaluation criteria, scoring matrices, and award-route recommendations. Areas are likely to include services, infrastructure, software, and technology related professional services
• Support the E-Sourcing System RFSQ pilot as a standalone priority by translating high-level business, security, architecture, integration, and operational requirements into RFSQ-ready content. This includes translating IT RFP evaluation workbook template into an RFSQ or other RFx templates.
• Identify and document changes to IT project processes from proposal to completion where innovative use of procurement vehicles such as the RFSQs would speed delivery.
• Engage IT leadership, SCM, Finance, Legal, and the VP Digital Transformation and Technology to develop key elements of sourcing strategy and maintain alignment with procurement governance, vendor oversight, and service delivery model.

KEY DELIVERABLESIT Service Category and RFx Prioritization Framework: IT Service Category and RFx Prioritization Framework: Categorization and prioritization of IT service areas, including documented business and technical requirements to inform sourcing vehicle decisions, with contracted infrastructure services as an early priority and software development/research software development as potential future areas.

• RFx Documentation Package(s): Per-category RFx documents including scope, technical requirements, evaluation criteria, scoring matrix, supplier qualification approach, and recommended award route.
• RFSQ / E-Sourcing Support Package: Working with SCM provide high-level business, security, architecture, integration, and operational requirements in RFSQ-ready format; supplier qualification support; and preparation for Phase 2 demos, technical due diligence, security/privacy review, and award-route recommendation.
• Business Needs Assessment and Workplan: Workshop outputs and a workplan that align business, technical, commercial, and contractual requirements across IT and CTO-related organizational initiatives over the next 1–3 years.

REQUIRED QUALIFICATIONS

• 10+ years of IT experience, including extensive IT procurement experience as a senior IT business analyst, IT sourcing consultant, or similar role supporting technology sourcing, in particular RFx instruments in a complex institutional or enterprise environment.
• Requirements gathering experience
• Deep enough functional understanding of different IT functional domains to define requirements for service contracts in those domains.
• Experience translating business, technical, security, architecture, integration, and operational requirements into RFx-ready content, evaluation criteria, supplier questions, scoring matrices, and decision materials.
• Project coordination skills and experience.
• Experience working within public-sector procurement environments, including compliance with Canadian trade agreements (CFTA, NWPTA, CETA) or equivalent regulated frameworks is an asset.
• Innovative approach to problem solving.
• Lean or other process optimization experience or knowledge is an asset
