Advisor, Leadership Development & Learning
The Opportunity
Are you passionate about helping people and leaders grow? As Advisor, Leadership Development & Learning, you’ll help the Alberta Energy Regulator (AER) build the leadership and workforce capabilities it needs to deliver its mandate and long-term strategy. Working within our Workforce Planning & Organizational Effectiveness team, you’ll be the go-to advisor for leadership and workforce capability, turning skill gaps identified through workforce planning into targeted, practical learning. You’ll help shape the AER’s executive and leadership capability frameworks, lead our enterprise mandatory training program(s), and foster a high-performing learning culture across the organization. This is a chance to build something new: you’ll work alongside colleagues in talent programs and organizational effectiveness, partner with leaders across the AER, and bring emerging approaches, including AI-enabled learning, to life. If you want your work to make a visible difference for employees, leaders and Albertans, we’d love to hear from you.
What your day-to-day will look like:
- Identify skill gaps through workforce planning and turn them into targeted learning and development solutions, using adult learning principles and AI-enabled tools to personalize learning and accelerate development.
- Help design the AER’s executive and leadership capability frameworks, which define the skills and behaviours needed for success, and embed them in talent programs such as talent reviews, succession planning and performance management.
- Design and deliver leadership development programs, leader tools and manager training on topics such as coaching, feedback, and performance and career conversations.
- Lead the enterprise mandatory training program, working with policy owners and subject matter experts to keep content current and compliant, and tracking and reporting completion through Workday Learning.
- Foster a culture of continuous learning by advancing the AER’s Learning Strategy and encouraging self-directed learning.
- Design capability assessment approaches, including 360-degree feedback, and share insight on leadership and workforce readiness.
- Measure the effectiveness of learning and capability programs, and manage external learning vendors and consultants to deliver quality solutions that build internal capability.
What we’re looking for in you:
- 8+ years of progressive experience in learning and development, leadership development or talent management, along with a bachelor’s degree in organizational development, human resources, adult education, industrial-organizational psychology or a related field (master’s degree would be considered an asset).
- Experience designing competency or capability frameworks, including behavioural indicators and proficiency scales, and leadership or skills assessments such as 360-degree tools.
- Strong knowledge of adult learning and instructional design, with experience using learning platforms such as Workday Learning and Degreed, authoring tools such as Articulate, and an interest in AI-enabled learning technologies.
- Excellent facilitation, communication and influencing skills, with the ability to build strong relationships with leaders at all levels.
- Proven change management, project and vendor management skills. Coaching, assessment, CTDP/CTP, Prosci, project management or CPHR designations are considered assets.
- Demonstrated experience contributing to Organizational Effectiveness and Talent & Workforce Programs initiatives.
Additional Information:
- All applicants must be legally entitled to work in Canada at the time of application.

What we offer you:
- Opportunity to make a difference and be part of a performance driven team that is responsible for the efficient, safe, orderly, and environmentally responsible development of Alberta’s energy and mineral resources.
