Job Title: Exchange IT Specialist

Job Summary:
Under the direction of the Supervisor, Platform Applications & Identity Services, the successful candidate will provide expert administration, technical leadership, and functional guidance in the areas of technology, processes, and operational procedures, with a focus on Exchange Server Subscription Edition (SE), Exchange Online (EXO), and Cisco Cloud Email Security Appliance (CES). The role includes day-to-day operational support, management of assigned work requests, and the delivery of third-level technical support. The successful candidate will also collaborate with cybersecurity, infrastructure, identity, and application teams to ensure the security, reliability, and availability of the City's messaging environment.
Duties and Responsibilities
Exchange Administration & Hybrid Operations
- Administer and manage Exchange Hybrid architecture which includes OAuth authentication, federation services, organization relationships, certificate management, hybrid mail flow, free/busy integration, mailbox migrations, and coexistence between EXO and SE.
- Manage mailboxes, distribution groups, shared mailboxes, Database Availability Groups (DAG), mail flow, connectors, and hybrid configuration.
- Monitor system health, performance, capacity, and service availability.
- Plan and implement Exchange upgrades, patches, migrations, and maintenance activities.
- Troubleshoot complex messaging, mail routing, and calendar-related issues.
Email Security & Cybersecurity Collaboration
- Administer and maintain the Cisco Cloud Email Security Appliance (CES) environment.
- Collaborate with the Cyber Security team to identify and remediate vulnerabilities impacting messaging systems.
- Develop, implement, maintain, and optimize email security policies, content filtering rules, anti-spam, anti-malware, threat protection controls, sender reputation controls, HAT policies, encryption policies, message filters, and allow/block lists.
- Support incident investigations involving phishing, malware, FOI requests, and other email-based threats.
- Participate in security audits, compliance reviews, and remediation initiatives.
Email Delivery & Application Integration
- Work with application and infrastructure teams to configure and troubleshoot:
- SMTP relay services
- Email delivery issues
- SPF, DKIM, and DMARC configurations
- Mail routing and transport rules
- Third-party application integrations
- Assist in onboarding new applications and services requiring email functionality.
- Ensure reliable and secure email delivery across cloud and on-premises systems.
Operational Support
- Manage and resolve incidents, service requests, and change requests through ServiceNow.
- Develop and maintain technical documentation, standard operating procedures, and knowledge base articles.
- Provide technical guidance to cross-functional teams to support and troubleshoot messaging services hosted across Microsoft 365, Microsoft Entra ID, Exchange Online Protection (EOP), Microsoft Azure, and AWS-integrated workloads.
- Participate in incident response activities as required, including troubleshooting and remediation of critical messaging and security issues.
- Provide occasional after-hours support for planned maintenance, system upgrades, and emergency incidents.
Skills and Qualifications
- Post-secondary degree or diploma in Computer Science or a related discipline, combined with a minimum of five (5) years of experience.
- Microsoft certifications related to Microsoft 365, Exchange, Azure, and/or Security are considered an asset.
- Experience working in a municipal government or public-sector environment.
- Knowledge of compliance, records retention, email governance, and regulatory requirements.
- Experience administering and supporting Microsoft Exchange Server Subscription Edition (SE) and Exchange Online (EXO), including migrations, mail flow, routing, retention policies, transport rules, filters, eDiscovery, and industry best practices.
- Experience with PowerShell automation and scripting for Exchange administration and operational tasks.
- Excellent analytical, problem-solving, and troubleshooting skills.
- Excellent communication, interpersonal, and customer service skills.
- Demonstrated ability to work independently with minimal supervision, as well as collaboratively within project teams to meet established timelines.
- Ability to provide expert technical advice, guidance, and recommendations on IT-related issues to clients, colleagues, management, committees, and cross-functional teams.
