Original job description

Company Description Alliance Green Infrastructure (AGI) delivers sustainable, innovative construction solutions across Ontario. As part of the Verdi Alliance Group of Companies - a Canadian construction leader with more than 50 years of history - AGI provides Construction Management, Design Management, and Project Management services for complex infrastructure, facility renewal, decarbonization, and transit projects. Our work is driven by a clear purpose: building the infrastructure Ontario needs for a cleaner, more resilient, and more sustainable future. With a commitment to net-zero by 2040, AGI combines construction execution, technical expertise, and green infrastructure leadership to deliver projects that reduce emissions, modernize public assets, and support the communities we serve.

Role Description AGI is seeking an entrepreneurial Business Development Manager to build and lead our growth engine. You will be responsible for identifying, qualifying, and winning work in the ICI works for public sector and civil infrastructure markets, with a particular focus on public-sector and institutional owners such as utilities, transit agencies, and broader public-sector organizations.

This is a builder's role. You will establish AGI's opportunity pipeline, client relationships, and proposal capability largely from the ground up, working hand-in-hand with the Director, the Estimator, and our operations team. If you combine a strong network in Ontario construction with the discipline to run a structured pursuit process and the drive to open doors for a new division, this is the role for you.

Key Responsibilities

Growth Strategy & Market Intelligence

  • Growth strategy: Develop and execute AGI's annual business development plan, including target sectors, priority clients, geographic focus, and revenue goals aligned with the division's strategic vision.
  • Market intelligence: Monitor public tender portals, capital plans, and industry news to identify upcoming opportunities; track competitor activity, pricing trends, and procurement shifts in the ICI and public infrastructure markets.
  • Pipeline management: Build and maintain a disciplined opportunity pipeline by sector, client, and geography; lead regular go/no-go reviews and report pipeline health, win rates, and forecasts to leadership.

Client Relationships & Positioning

  • Client development: Establish, nurture, and expand relationships with owners, procurement and supply chain leaders, consultants, and general contractors across the public and institutional sectors.
  • Supplier registration & prequalification: Lead vendor registration and prequalification submissions with target owners, ensuring AGI's safety, quality, environmental, and financial credentials are current, complete, and compellingly presented.
  • Partnerships & joint ventures: Identify and develop strategic teaming arrangements, including subcontractor alliances and Indigenous partnerships and joint ventures, that strengthen AGI's competitive position and community value proposition.
  • Industry presence: Represent AGI at industry associations, conferences, owner information sessions, and networking events; raise the profile of the division and the Alliance Verdi Group in the market.

Pursuits & Proposals

  • Pursuit strategy: Lead capture planning for priority pursuits: define win themes, differentiators, teaming, and pricing strategy in collaboration with the Lead Estimator and operations.
  • Proposal management: Manage the end-to-end response to RFQs, RFPs, EOIs, and prequalifications, including schedule, compliance matrices, content development, corporate resumes, project profiles, and final production.
  • Presentations & interviews: Prepare and coach the project team for client presentations and shortlist interviews; lead post-submission debriefs and capture lessons learned.

Marketing & Collateral

  • Marketing collateral: Maintain AGI's corporate profile, project case studies, capability statements, staff resumes, and digital presence so that pursuit material is accurate, current, and consistent with the Group's brand.
  • CRM & reporting: Own the CRM and business development dashboards; ensure contact, opportunity, and activity data are accurate and used to drive decisions.

Collaboration

  • Cross-functional teamwork: Work closely with estimating, operations, safety, and quality to ensure commitments made in pursuits are deliverable and that project success feeds future work.
  • Client care: Stay engaged with clients through delivery and close-out to secure references and repeat business.

Qualifications

Required

  • 7+ years of progressive business development, proposal, or client-facing experience in the Canadian construction, engineering, or infrastructure sector, with at least 3 years in a lead or management capacity
  • Bachelor's degree or diploma in Engineering, Construction Management, Business, Marketing, or a related discipline
  • Demonstrated track record of winning work with public-sector and institutional owners (utilities, transit, education, healthcare, or municipal)
  • Strong understanding of Ontario public procurement, including RFQ/RFP/prequalification processes, BPS procurement directives, and typical evaluation criteria
  • Excellent written and verbal communication skills, with proven ability to craft persuasive proposals and present confidently to senior audiences
  • Proficiency with CRM platforms, Microsoft 365, Adobe InDesign or comparable proposal production tools, and public tender portals (e.g., MERX, Bids&Tenders, Biddingo)
  • Organized and deadline-driven, able to manage multiple concurrent pursuits with competing priorities
  • Valid Ontario driver's licence and willingness to travel within Ontario

Preferred

  • Existing relationships within the GTA and Ontario ICI, utility, and transit owner community
  • Experience with Indigenous partnership or joint-venture pursuits and with social procurement and community benefit requirements
  • Familiarity with civil site development scopes (earthworks, utilities, roads, structures) sufficient to speak credibly with technical clients
  • Knowledge of ISO 9001, ISO 14001, and ISO 45001 management systems and how they are presented in prequalification submissions
  • Professional designations such as P.Eng., PMP, GSC / Gold Seal, APMP, or LEED AP
  • Experience building a BD function in a start-up or new business unit
