IT Procurement Project Manager/Business Analyst
Position Type: Contract
Location: Hybrid / On-Site
Requirements.
This is fundamentally an Information Technology role, not a transactional procurement or supply chain position. We require an experienced technologist who possesses deep, hands-on exposure to technology sourcing and RFx instruments within complex enterprise or institutional environments.
Your core mission is to act as the primary technical translator and bridge between technology teams and procurement. You will collaborate directly with Enterprise Architects, Infrastructure Managers, Information Security Officers, and software leads to uncover, synthesize, and structure complex architectural, security, and operational requirements. You will then translate those requirements into clear, market-ready RFx instruments (RFPs, RFSQs, RFIs). While Supply Chain Management (SCM) provides guidance on procurement policy, process, and compliance mechanics, you will own the technical substance, evaluation matrices, and service delivery frameworks.
Exceptional stakeholder presentation, technical diplomacy, and consultative communication skills are paramount to success in this role.
What You’ll Do
- Lead Technical Requirements Engineering: Conduct structured working sessions and workshops with Enterprise Architects, Infrastructure Managers, Cybersecurity specialists, and application leads to define comprehensive scopes of work, technical requirements, service levels, and deliverables across diverse IT service domains.
- Translate Technical Needs into RFx Instruments: Author and assemble high-quality, technically sound RFx content - including Statements of Work (SOWs), technical specifications, vendor questionnaires, scoring rubrics, and evaluation workbooks.
- Shape IT Service & Sourcing Strategy: Collaborate with IT leadership, SCM, Finance, Legal, and the VP of Digital Transformation & Technology to establish a sustainable IT Vendor Management and Service Delivery Strategy.
- Structure IT Category Frameworks: Develop a capability and category matrix mapping IT service domains (contracted infrastructure, software engineering, research computing, professional services) to pre-qualified vendor pools and modern sourcing mechanisms.
- Drive the E-Sourcing / RFSQ Pilot Priority: Translate complex technical, architectural, integration, and security requirements into an RFSQ-ready format. Modernize legacy IT evaluation templates into dynamic, reusable RFx workbooks, and support Phase 2 vendor demonstrations and technical due diligence.
- Optimize IT Delivery Pathways: Analyze the IT project delivery lifecycle from concept to execution; identify where progressive procurement instruments (e.g., standing offers, agile RFSQ pools) can remove friction and accelerate technology project deployment.
- Executive & Technical Stakeholder Engagement: Present strategies, evaluation models, and sourcing roadmaps clearly and persuasively to both technical specialists and executive leadership.
Required Qualifications & Experience
- 10+ Years of Enterprise IT Experience: Substantial background in senior technology roles - such as Senior IT Business Analyst, IT Technical Consultant, IT Solutions Specialist, or IT Sourcing Strategist - working within complex institutional, public-sector, or large enterprise environments.
- Deep Hands-On IT RFx Expertise: Demonstrated mastery in gathering technical requirements and translating them into robust RFx instruments (RFPs, RFSQs, RFIs, SOWs) specifically for technology products and services.
- Broad IT Domain Literacy: Strong functional literacy across core IT disciplines - including enterprise infrastructure (compute, storage, network), cloud services, cybersecurity/identity, systems integration, and software development/research technology - allowing you to speak the same language as technical leads.
- Technical Requirement Translation: Demonstrated capability to extract nuanced technical constraints, architectural patterns, and operational SLAs from engineering teams and frame them into objective, evaluable criteria.
- Exceptional Communication & Presentation Skills: Proven ability to synthesize complex technical concepts into polished presentations and executive documentation, facilitating productive dialogue among IT, legal, finance, and procurement leaders.
- Project & Workshop Leadership: Experienced in planning, coordinating, and facilitating multi-stakeholder technical workshops and requirement-gathering sessions.
Valued Assets
- Experience operating within Canadian public-sector environments, with familiarity regarding trade agreement frameworks (e.g., NWPTA, CFTA, CETA) or equivalent regulated frameworks.
- Working knowledge of Lean, Agile, or other process-optimization frameworks applied to technology delivery lifecycles.
