The Environmental Lead (Environmental Lead-Soils and Contamination) will support the Elevated Guideways and Stations Contract (“EGS”) of The Ontario Line ("OL"). The Primary Construction Team for this project consists of ACCIONA Infrastructure Canada Inc. (ACCIONA) and Amico Major Projects Inc. (Amico), as Trillium Guideway Partners (TGP).
As the Environmental Lead (Soils and Contamination), you will focus on the development, implementation and management of TGP’s soils and contamination sampling and Environmental Site Assessment programs, excess soils management during construction and compliance under Ontario Regulation 153/04 and 406/19. With the support of a Qualified Person, the Environment Lead is accountable to the Environmental Manager for ensuring all soil and contamination requirements of Schedule 17 are being achieved and that required technical reporting and submittals are obtained, reviewed and provided to Contracting Authority as required by law and TGPs environmental obligations.
Additionally, the Environment Lead will coordinate with Qualified Persons and specialists to complete Phase 1 and Phase 2 Environmental Site Assessments compliant with both CSA and O.Reg requirements. As the Environmental Lead you will participate in field audits, quality non-conformance reporting (NCR) processes and work collaboratively with Environmental Inspectors on the implementation of preventative and corrective actions supporting continual improvement of field programs consistent with the requirements of ISO 14001:2015.
Responsibilities
- Work collaboratively with third party Qualified Persons and contamination specialists to develop and implement project field sampling and assessment requirements.
- Coordinate the day-to-day activities of TGP’s soils and contamination sampling, including scheduling of works, forecasting completion dates and documentation submittal timelines.
- Input, review and validate SoilFloTM soil tracking software records.
- Completeness and technical review of Environmental Assessment and O.Reg 406/19 excess soil technical reports, including coordination of necessary revisions with applicable Qualified Persons.
- Development of soil and contamination trackers and dashboards.
- Support Construction Team in meeting schedule dates for commencement of excess soil exports and imports.
- Promptly provide advice and recommendations, as required, for improving environmental protection and correcting any inefficient practices and/or issues of non-compliance.
- Effectively communicate and share information with various TGP Teams. · Attend weekly and monthly meetings with the Environmental, Design and Construction Teams.
- Promote environmental awareness of the EMS and Schedule 17 environmental requirements. · Support, on occasion, limited night or weekend works as may be required from time to time.
- Support the development of the presentation materials for the bi-weekly Environmental Work Group meetings, including presenting materials as required.
Qualifications
- A minimum of five (5) years of demonstrated progressive experience related to field sampling and reporting for the management of excess soils and contamination.
- Completion of a degree in Environmental Science, Geology or a related field.
- Designation as a P.Geo, P.Eng or QP, desirable but overall experience will be considered.
- Demonstrated experience in excess soils management in accordance with O.Reg 406/19.
- Demonstrated experience in the implementation and management of Environmental Site Assessments under CSA, O. Reg 153/04 and O.Reg 406/19 standards.
- Experience in development and implementation of soils and contamination field sampling programs.
- Experience in the use of SoilFloTM or related soil management software applications.
- Strong technical reporting and report review skills.
- Demonstrable communication skills for the presentation of technical information to a broad range of stakeholders.
- Effective communication skills and confidence interacting with key contacts in verbal, written and electronic form.
- Strong organizational and planning skills, detail oriented, superior analytical and written skills.
- Willingness to work on a construction site environment in all seasons and weather, as well as the ability to use stairs, ladders and climb over rough terrain.
- Willingness to contribute actively to a team environment.
