Role description:
The Regional Procurement Business Partner Canada will act as the senior procurement business partner for Canada, owning and driving project procurement strategies, subcontracting, supplier management and contract lifecycle activities from pursuit through closeout. Based in Toronto, the role will focus primarily on Transportation and Environment & Water projects, with additional support to Real Estate & Development projects in Canada where applicable. The role will implement Arcadis procurement policy and processes in Canada, establish fit-for-purpose Canadian procurement procedures, deliver commercial value, manage supply chain and contractual risk, strengthen compliance and improve supplier performance across projects.
Role accountabilities:
Canadian Procurement Policy, Frameworks and Process Implementation
- Lead the Canadian implementation and localization of Arcadis Global Procurement Policy, globally established procedures and governance requirements, working with Global Procurement Directors and process owners to ensure local practices remain aligned with global standards and Canadian requirements.
- Working with Global Procurement Directors and process owners, implement and localize the globally established project procurement delivery model for Canadian pursuits and projects from pursuit through closeout.
- Translate global procurement procedures into practical Canadian guidance and workflows, including pursuit intake, project procurement planning, package registers, sourcing governance, status reporting, contract administration and closeout, adjusting them only where needed for Canadian legal, regulatory and business requirements.
- Partner with Canada Legal and relevant Global Procurement Directors and process owners to implement and localize globally established contracting frameworks, developing Canadian legal framework agreements and supporting templates where required, with aligned creation, approval, storage, retention, review and contract-selection requirements.
- Work with Global Procurement Directors, Category Managers and process owners to implement and localize Arcadis global preferred supplier and subcontractor strategies and processes in Canada, including supplier identification, qualification, selection, onboarding, performance monitoring, renewal and removal criteria.
- Develop and deliver Canadian training and practical guidance based on Arcadis Global Procurement Policy and globally established procedures, working with Global Procurement Directors and process owners to ensure consistent application across project, pursuit and commercial teams.
- Clarify roles, decision points and handoffs among project teams, Procurement, Legal, Finance, Tax, Treasury, Health & Safety, Accounts Payable and supplier due diligence.
Pursuit, Proposal and Project Planning
- Partner with Canadian sector, pursuit, commercial and project leadership, with primary focus on Transportation and Environment & Water and additional support to Real Estate & Development projects where applicable.
- Provide procurement input into opportunity shaping, bid assessment, pricing, subcontracting strategy, supplier-market capability, Indigenous and social procurement, logistics, lead times, commercial risk and project staffing.
- Estimate procurement resource requirements and billable hours for proposals and project budgets.
- Convert pursuit commitments and client requirements into executable project procurement plans after award.
Project Procurement and Contracting
- Develop and lead project sourcing and subcontracting strategies aligned with client requirements, prime contract obligations, project schedules, delivery models and commercial objectives.
- Manage end-to-end RFx, supplier qualification, bid leveling, evaluation, negotiation, award and contract or purchase order formation.
- Lead commercial negotiations within delegated authority and ensure effective flow-down of client requirements into supplier and subcontractor agreements.
- Manage contract lifecycle activities including work authorizations, amendments, variations, claims support, renewals, closeout and records.
- Coordinate supplier status reporting and work with project-managed expediting resources for long-lead equipment, materials and critical services.
Category Strategy Implementation and Supplier Management
- Analyze Canadian direct spend to identify project demand, supplier concentration, sourcing pipelines and opportunities for improved commercial outcomes.
- Partner with dedicated Category Managers to implement category strategies, procurement frameworks and preferred supplier arrangements in Canada.
- Provide Canadian project and supplier-market insight to Category Managers and support local deployment of category initiatives for professional services, laboratories and testing, drilling, waste and remediation, equipment rental, utility locating, construction and trades, and other material project categories.
- Establish and maintain strategic supplier relationships and supplier segmentation.
- Monitor supplier performance against cost, schedule, quality, safety, ESG and service requirements; lead corrective actions and continuous improvement.
Risk, Governance and Compliance
- Identify, assess and manage supply chain, contractual, commercial and delivery risk across Canadian pursuits and projects.
- Ensure compliance with global procurement policy, Canadian legal requirements, delegated authority, supplier qualification, ESG screening, procurement systems and project or client requirements.
- Partner with Canada Legal on provincial prompt-payment, holdback, lien, language and contract-template requirements.
- Escalate and support resolution of high-risk, non-compliant or commercially significant procurement activities and supplier exceptions.
Business Partnering, Leadership and Sustainability
- Act as the primary procurement interface for Canadian sector, pursuit, project and commercial stakeholders.
- Build trusted relationships and influence sourcing decisions with Regional Sector Executives, Commercial Operations, Account and Pursuit Leaders, Delivery Project Managers, technical leaders and enabling functions.
- Collaborate with the Regional Procurement Director on Canadian sourcing priorities, governance, efficiencies, resourcing and forward planning.
- Coordinate regional and global procurement resources and support the future integration and direction of a Canada-based buyer when that role is established. There are currently no buyers or expeditors assigned to Canadian projects; project expeditors report to Project Managers.
- Integrate sustainability, Supplier Code of Conduct, Indigenous participation, social value and supplier diversity into pursuit and sourcing strategies where applicable.
Qualifications & Experience:
- Minimum 10 years of relevant project procurement, sourcing, subcontracting or commercial experience in engineering, infrastructure, transportation, water, environmental, buildings, construction or design-build environments.
- Extensive experience in direct and project procurement, with a proven record of delivering strategic sourcing, subcontracting and commercial procurement activities in complex project environments.
- Significant experience supporting pursuits and complex multidisciplinary projects, including procurement planning, resource estimating, supplier-market engagement and conversion of pursuit commitments into executable procurement plans.
- Demonstrated experience implementing and localizing global procurement policy, operating models, procedures, templates and governance in partnership with global process owners, including development of training and practical local guidance. Canadian project, subcontracting and supplier-market experience is strongly preferred.
- Experience implementing and localizing global framework-agreement, preferred supplier, subcontractor, contract-document control and records-retention requirements in partnership with Global Procurement Directors, Category Managers, Legal and other stakeholders.
- Strong expertise in professional services, subconsultancy and construction subcontract procurement, including supplier qualification, RFx, bid evaluation, commercial negotiation, award and supplier performance management.
- Strong commercial acumen and knowledge of prime-contract flow-downs, liability, indemnity, insurance, warranties, pricing mechanisms, payment terms, change management, claims support and closeout.
- Proven ability to implement category strategies and procurement frameworks developed by dedicated Category Managers, translating enterprise strategies into practical project and supplier actions in Canada.
- Experience designing and delivering procurement training and practical guidance for project, pursuit and commercial teams.
- Experience managing supplier performance throughout the project lifecycle and resolving complex commercial, schedule, quality, safety and service issues.
- Strong understanding of Canadian procurement governance, provincial contracting considerations, supplier qualification, ESG, Health & Safety and supply chain risk management.
- Excellent stakeholder management and influencing skills, with credibility at Regional Sector Executive, Commercial Operations, Account and Pursuit Leader, Project Director and Delivery Project Manager levels.
- Strong analytical capability, including spend analysis, supplier concentration, cost modeling, value measurement and procurement reporting.
- Proficiency with ERP, e-sourcing and analytics tools, including Oracle and Power BI or comparable platforms.
- Leadership style that promotes collaboration, accountability, sound judgment, innovation and continuous improvement, aligned with the Arcadis Leadership profile of being curious, driving success and igniting passion.
- Degree-level education in Procurement, Supply Chain Management, Business Administration, Commercial Management, Engineering, Construction Management or another relevant discipline, or equivalent practical experience.
- Professional procurement or supply chain certification preferred, such as CIPS, SCMP or an equivalent qualification.
- Fluent English required. French capability is an asset for supporting Quebec stakeholders and requirements.

The salary range for this position is CAD 97,000 - 125,000. The base salary represents Arcadis’ hiring range for this position. Actual salaries will vary and will be based on various factors, such as location, skills, experience, and qualification for the role.
