Original job description

Reporting to the HSE Manager, the Health, Safety and Environmental Administrator supports the implementation and maintenance of Arctic Arrow's health, safety, and environmental programs. The role maintains HSE records and prequalification platforms, coordinates training and onboarding requirements, manages PPE, and supports audits, inspections, and regulatory compliance. The HSE Administrator works closely with the HSE team, operations, and other departments to keep our workplaces safe and compliant.

Prequalification and Compliance

Maintain all online prequalification platforms, including ISNetworld, Avetta, SafeContractor, and ComplyWorks.
Support the Contracts Department with prequalification packages for HSE review and approval.
Administer third-party training requirements from clients (e.g., AltaLink, Fortis, Teck/EVR, BC Hydro).
Ensure COR certification documentation and observations are in place for all locations.
Assist the HSE team with annual internal COR audits and action plans, as well as external COR audits.
Coordinate and oversee corporate WCB and WorkSafeBC accounts.

Training and Onboarding

Book drug and alcohol tests for new hires, annual retests, and post-incident testing as required.
Onboard new hires by:

Processing personal tool and PPE inspection results and submitting orders for new or replacement items.

Identifying the competency assessments and training required before field dispatch, and submitting them to the HSE team and Work Methods Specialist for further assessment.

Ensuring courses are booked and training records are on file in the system.

Monitor employee training requirements, identify and communicate gaps, and track outstanding training to completion, keeping all records accurate and up to date.

PPE Management

Create, monitor, and track purchase orders for HSE-related purchases, including PPE, training, and testing services, and maintain accurate records and supporting documentation for filing and reconciliation.
Maintain PPE inventory and manage sign-out of specialized PPE.

HSE Administration and Reporting

Manage the safety@arcticarrowgroup.com inbox and support the HSE Manager with email responses, prioritizing and delegating work requests to the appropriate HSE team member and tracking them to completion.
Track all identified corrective actions (e.g., from inspections, investigations, and good catches) to completion.
Support the use and maintenance of SiteDocs, tracking form completion and providing feedback to the HSE and operations teams.
Prepare meeting agendas and support the recording of meeting minutes.
Support the identification of incident trends and statistics.

Program Support

Support HSE Advisors with pre-worksite visit planning (e.g., checking PPE and FR clothing orders, preparing safety meetings, and following up on focus inspection actions).
Assist in the development and review of project-specific safety documents (e.g., Safety Management Plans, Emergency Response Plans, Fire Response Plans).
Support the development of an annual review process for Safe Work Practices and Procedures.
Support the development of learning tools, including toolbox talks, lessons learned, good catch reports, and internal training supplements.
Support the HSE team with monthly safety meeting packages.
Complete monthly inspections of office and shop locations with area managers and supervisors.
Support HSE Advisors and employees with return-to-work programs and modified duties for returning injured workers.
Support and participate in the Joint Occupational Health and Safety Committee, ensuring requirements are met and committee goals and initiatives are communicated transparently.
Perform other duties as assigned.

Education and Experience:

Proficiency in Adobe PDF and Microsoft Word, Excel, and Outlook
Ability to balance and prioritize numerous deadlines
Excellent organizational and documentation skills
Ability to work independently, as well work collaboratively with a team
Excellent communication (written and verbal) and teamwork skills
Excellent time management skills
Attention to detail, specifically with safety logs, reports, and compliance records
Results oriented
Prior Experience with a utility contractor and COR auditing preferred
1-5 years’ HSE administration experience
