Position Summary

Under the direction of the Director of Education of the Assembly of Manitoba Chiefs (AMC), the Policy Analyst is responsible for assisting with conceptualizing, researching, policy issues, analysis, strategic policy development, drafting policy options and recommendations for an effective First Nations decision making process as it relates to First Nations education.

Key Responsibilities

Develop consultative networks with First Nations, government, and non-government organizations to inform policy development and integration.
Analyze legal, historical, constitutional, legislative, and jurisdictional issues to advance First Nations priorities.
Conduct environmental scans and assess regional and national issues and their policy implications.
Develop evidence-based recommendations to support new and revised policies affecting First Nations.
Identify emerging and complex issues requiring anticipatory research and strategic assessment.
Provide strategic policy advice on political, legislative and emerging issues.
Evaluate policy effectiveness and recommend improvements to strengthen outcomes and alignment with First Nations priorities.
Provide technical analysis and recommendations to the AMC Chiefs Committee on Education that

provides oversight, guidance and direction on the Manitoba First Nations IFF and REA;

Work with First Nations Education Directors.
Develop high-quality documentation including correspondence, reports, briefing notes, presentations and other documents.
Monitor and track program and departmental budgets, including expenditures, forecasts, and variances, and provide analysis and recommendations to support effective financial management and informed decision-making.
Participates as a member of a committee, focus group, task force as appointed or directed by the Director of Education of the AMC.
Draft proposals, budget, and workplans.
Other duties as assigned.

Qualifications

Bachelor’s Degree in the social sciences or a related discipline and/or a related equivalent demonstrated experience.
Knowledge of statistical methods, techniques and information to develop analytical frameworks and/or equivalent experience.
Knowledge of First Nations research methods and procedures.
Knowledge of First Nations, culture, history, treaty and inherent rights.
Excellent command of the English language.
Ability to write clearly, and creatively within tight deadlines.
Adaptable to changing priorities, projects, and strong multi-tasking ability.
Ability to write in various styles, superior understanding of editorial design
Strong research, interviewing, fact-checking, and proofreading skills.
Clear understanding of target audiences, and appreciation for the mission of the AMC.
A good grasp of the external media both First Nations and non-First Nations.
Ability to work professionally and effectively with people at all levels within and outside the AMC.
Excellent interpersonal skills and ability to work co-operatively as a part of an interdisciplinary team of professionals.
Ability to communicate effectively, both orally and in writing.
Demonstrated ability to work independently with minimal supervision.
Proficient in Microsoft office Word, Excel, Power Point and Outlook.
Adhere to AMC policies and procedures with specific attention to attendance, and professional ethics.
Must be able to work flexible hours and travel upon request.
Must have a current satisfactory Criminal Record Check, and Clear Child Abuse Checks.
Knowledge of/Fluency in a traditional First Nations language is an asset.
