Job Title: Payroll ManagerJob Description

The Payroll Manager oversees a team of Payroll Specialists and provides strong leadership, structure, and operational stability to a complex, high-volume payroll function. This role focuses on optimizing an Oracle Fusion Payroll environment, improving processes, mentoring the team, and ensuring accurate and compliant payroll for approximately 5,000 employees, including shift workers and multiple unionized groups. The successful candidate brings proven experience in people leadership, payroll operations, and system configuration, and plays a key role in stabilizing and enhancing a recently implemented payroll system.

Responsibilities

Lead, coach, and manage a team of four PCP-certified Payroll Specialists, providing clear direction, support, and performance feedback.
Establish and maintain strong leadership and structure within the payroll function following a period of interim management.
Implement, refine, and improve payroll processes, controls, and workflows to enhance accuracy, efficiency, and compliance.
Oversee end-to-end payroll processing for a large employee population, including shift workers and multiple unionized groups.
Ensure payroll accuracy, timeliness, and compliance for approximately 5,000 employees in a highly sensitive and visible function.
Manage and oversee year-end payroll reconciliations, ensuring all records are accurate and properly aligned with financial and regulatory requirements.
Work closely with IT, KPMG, and other internal and external stakeholders to identify payroll system issues, test solutions, and drive optimization efforts.
Provide hands-on support and oversight of the Oracle Fusion Payroll system, including configuration, pay codes, and payroll modules.
Support post-implementation stabilization of Oracle Fusion Payroll by monitoring performance, addressing defects, and refining system settings.
Analyze complex scheduling rules and multiple collective agreements to ensure payroll calculations and configurations are accurate.
Interpret and apply collective agreements, including those involving unions such as ONA and OPSEU, to payroll processes and system rules.
Lead the resolution of payroll issues, including troubleshooting, root cause analysis, and implementation of corrective actions.
Collaborate with cross-functional teams to ensure payroll data integrity, proper integration with other systems, and alignment with organizational policies.
Develop and maintain documentation for payroll processes, system configurations, and standard operating procedures.
Mentor team members in best practices for payroll processing, reconciliation, and use of Oracle Fusion Payroll modules.
Ensure all payroll activities adhere to applicable legislation, collective agreements, and internal policies.
Support continuous improvement initiatives by identifying opportunities to streamline processes and enhance system functionality.
Provide regular reporting and updates on payroll operations, issues, and improvement initiatives to leadership.
Maintain confidentiality and handle sensitive payroll information with the highest level of professionalism and discretion.

Essential Skills

Proven experience leading, coaching, and managing payroll teams in a complex, high-volume environment.
Hands-on experience processing high-volume payroll for large employee populations, including shift workers.
Strong background working with unionized payroll environments and multiple collective agreements.
Demonstrated expertise in payroll processing, reconciliation, and end-to-end payroll operations.
Practical experience with Oracle Fusion Payroll, including configuration, pay codes, and payroll modules.
Experience supporting payroll system implementation or post-implementation stabilization and optimization.

Work Environment

This role operates in a hybrid work environment, with on-site presence required three days per week and four days during the first week. The Payroll Manager leads and manages a team of four Payroll Specialists in a professional office setting that supports both in-person collaboration and remote work. Payroll is processed every two weeks, and on pay days there may be a need to work beyond regular hours, including past 5 p.m., to ensure accurate and timely completion. The environment involves working with Oracle Fusion Payroll and related modules, complex scheduling rules, and multiple collective agreements, requiring a high level of attention to detail and comfort with technology-driven processes. The position is part of a highly visible and sensitive function, where confidentiality, professionalism, and a structured, collaborative team culture are essential.
