Job Title: Payroll Manager
Job Description
The Payroll Manager leads a team of Payroll Specialists and oversees end-to-end payroll operations in a complex, high-volume environment. This role focuses on stabilizing and optimizing a recently implemented Oracle Fusion Payroll system, ensuring accurate and compliant payroll for approximately 5,000 employees, including shift workers and multiple unionized groups. The Payroll Manager provides strong leadership, implements and improves processes, mentors the team, and partners with cross-functional stakeholders to drive payroll transformation and continuous improvement.
Responsibilities
- Lead, coach, and develop a team of four PCP-certified Payroll Specialists, providing clear direction, support, and performance feedback.
- Establish structure and operational stability within the payroll function following recent leadership transitions.
- Oversee end-to-end payroll processing for a large employee population, including shift workers and multiple unionized groups, ensuring accuracy, timeliness, and compliance.
- Manage high-volume payroll cycles and ensure all pay runs are processed correctly and on schedule.
- Lead and oversee year-end payroll reconciliations, ensuring all records are accurate and aligned with financial and regulatory requirements.
- Implement, refine, and document payroll processes and controls to improve efficiency, accuracy, and compliance.
- Take a hands-on role in stabilizing and optimizing the recently implemented Oracle Fusion Payroll system.
- Collaborate closely with IT, external consultants, and other stakeholders to identify payroll system issues, test solutions, and implement enhancements.
- Provide subject-matter expertise on Oracle Fusion Payroll configuration, including pay codes, system functionality, and payroll modules.
- Support post-implementation activities for Oracle Fusion Payroll, including troubleshooting, configuration adjustments, and ongoing optimization.
- Ensure payroll practices comply with collective agreements, including those involving ONA and OPSEU, and other unionized environments.
- Monitor and maintain compliance with payroll-related legislation, policies, and internal standards.
- Analyze payroll data, perform reconciliations, and resolve discrepancies in a timely and accurate manner.
- Partner with HR, Finance, and operational leaders to align payroll processes with organizational needs and initiatives.
- Contribute to payroll transformation projects, process improvements, and system optimization efforts.
- Serve as a key point of contact for payroll-related inquiries, providing guidance and solutions to internal stakeholders.
- Foster a culture of innovation, collaboration, and continuous improvement within the payroll team.
- Ensure confidentiality and sensitivity in handling payroll information in a highly visible and critical function.
- Support and mentor team members in their professional development, including certification and leadership growth.
Essential Skills
- Proven experience managing and leading payroll teams, including coaching, developing, and providing structure to staff.
- Hands-on experience processing high-volume payroll for large employee populations, including shift workers and multiple unionized groups.
- Strong experience in unionized payroll environments, with experience working with collective agreements such as ONA and OPSEU or similar.
- Demonstrated expertise in payroll processing, reconciliation, and resolving payroll issues.
- Practical experience with Oracle Fusion Payroll, ideally including implementation or post-implementation support.
- Solid understanding of Oracle Payroll modules, payroll configuration, pay codes, and system functionality.
- Experience supporting payroll modules for at least one year following system implementation is preferred.
- Strong leadership and management skills, with the ability to bring stability, structure, and clarity to a changing environment.
- Ability to test payroll solutions, validate results, and work collaboratively to implement system improvements.
- Knowledge of payroll tax and compliance requirements in a complex, multi-union environment.
- Ability to work accurately under time constraints, including pay weeks where hours may extend beyond standard working times.
- Excellent analytical and problem-solving skills, particularly in reconciling payroll data and addressing discrepancies.
- Strong communication and collaboration skills, with the ability to partner effectively with HR, Finance, IT, and operational leaders.
Additional Skills & Qualifications
- Completion of the Payroll Compliance Practitioner (PCP) certification is strongly preferred.
- Completion of the Payroll Leadership Professional (PLP) designation is highly desirable.
- Experience with Oracle ERP and Oracle Fusion environments beyond payroll is an asset.
- background in supporting payroll transformation, process improvement, and system optimization initiatives.
- Experience working with external consulting partners on system configuration and implementation is an asset.
- Interest in leading payroll for a mission-driven organization that directly supports patient care and community impact.
- Ability to contribute to a culture focused on innovation, collaboration, and continuous improvement.
- Comfort working in a highly sensitive and visible function, handling confidential information with discretion.
Work Environment
This role operates in a hybrid work environment, with three days per week on site and four days on site during the first week. Standard hours are 9:00 a.m. to 5:00 p.m., with a 37.5-hour work week. During pay weeks, the Payroll Manager may occasionally work past 5:00 p.m. to ensure payroll is processed accurately and on time. The position is based on hospital grounds, and candidates should be comfortable working in a healthcare setting. The dress code is business casual. Pay and BenefitsThe pay range for this position is $95.00 - $105.00/hr.
Individual compensation offered for this position within this range will depend on many factors, including qualifications, skills, relevant experience, job knowledge, geographic location, internal equity, and other pertinent job-related factors.
