Position Summary:

The Human Resources Manager leads HR Operations for Bailey Electronics and partners with Bailey International leadership across Canadian and U.S. operations. This role provides strategic and hands-on HR support across the employee lifecycle, including talent acquisition, employee relations, performance and compensation, compliance, HR programs, and organizational development. This position serves as a trusted advisor to leaders while ensuring HR practices support business objectives, employee experience and applicable employment requirements.

Position Responsibilities:

HR Leadership & Business Partnership

Serve as a trusted HR advisor to leaders on workforce, organizational and employee matters, balancing business needs, employee experience, compliance, and risk.
Parter with leadership on workforce planning, organizational structure, succession, staffing, and talent decisions.
Support organizational growth, restructuring, operational change, and other business initiatives by translating business priorities into effective people strategies.
Coach managers and supervisors on leadership, communication, performance management, employee relations, and effective people practices.

Employment & Legislative Support

Advise leaders on applicable employment legislation, workplace requirements and HR practices, primarily in British Columbia and, as needed, Quebec and U.S jurisdictions.
Ensure HR policies and practices are applied consistently while appropriately addressing jurisdictional requirements, including BC employment standards and pay transparency requirements.
Parter with internal and external resources when specialized employment, immigration, payroll, or legal expertise is required.

Talent Acquisition & Workforce Planning

Manage the full recruitment lifecycle from workforce planning and job development through sourcing, selection, offers and onboarding
Partner with hiring managers to establish position requirements, candidate qualifications and recruitment strategies for roles across the organization.
Develop competitive salary ranges and manage candidate compensation and offer decisions using market data, internal equity and organizational practices.
Prepare compliant job postings, employment agreements, offer letters and related employment documentation.

Immigration, PNP & Permanent Residency Support

Facilitate employer-supported immigration, PNP (Provincial Nominee Program), Permanent Residency and work authorization process for eligible employees.
Prepare and maintain required employer documentation such as employer declarations, employment verification letters, recommendation/support letters, etc. and coordinate with employees, leadership, immigrational professional and government programs.
Monitor relevant deadlines and advise leadership regarding employment authorization requirements and potential business impacts.

Co-op & Student Program Management

Manage Bailey Electronics’ co-op and student employment program, including recruitment, onboarding, work-term administration, and offboarding.
Coordinate with educational institutions, managers and students to support successful work placements and development opportunities.
Identify and administer applicable wage subsides, grants and funding programs, including required applications, documentation and reporting.

Employee Relations & Workplace Investigations

Serve as the primary HR resource for workplace concerns involving performance, conduct, attendance, conflict ad other employee relations matters.
Coach leaders through difficult employee situations, corrective action and discipline, ensuring consistency, appropriate documentation and procedural fairness.
Conduct and document workplace investigations involving employees or third parties.
Promote a respectful, inclusive and professional workplace.

Performance, Talent & Total Rewards

Administer Bailey’s performance management and annual review processes, including timelines, system administration, and manager support.
Coach leaders on effective performance discussions, evaluations, documentation and employee development.
Support succession planning, professional development and leadership development.
Administer compensation, benefits, PTO, RRSP and other total rewards programs.
Conduct market and internal-equity analyses to support hiring, retention, merit and compensation decisions.
Coordinate approved compensation and benefit changes, employee communications and required documentation.

HRIS, Payroll & Employee Administration

Maintain accurate and confidential employee information in ADP and other HR systems and support managers and employees with system, PTO and access issues.
Coordinate timekeeping and payroll-related HR processes, including approval requirements, employment changes and final employee payments.
Maintain complete and accurate employee records and documentation.

Employee Lifecycle Administration

Coordinate onboarding and orientation in partnership with managers, IT and other departments, ensuring required documentation, systems, equipment, access and safety requirements are completed.
Prepare documentation for promotions, transfers, compensation changes and other employment changes.
Coordinate resignations, retirements, terminations and other separations, including documentation, benefits, payroll and company-property requirements.

Training, Engagement & Organizational Development

Coordinate and support employee and leadership training initiatives.
Establish training expectations, completion timelines and follow-up requirements.
Promote employee engagement, inclusion, communication and collaboration.
Support initiatives designed to build a high-performing, accountable and respectful workplace culture.
Facilitate communication between employees, managers and senior leadership to ensure organizational alignment.

Health, Safety & Workplace Risk

Partner with operational and safety leadership on employee-related workplace safety, wellbeing and risk matters.
Facilitate accommodation and return-to-work processes while maintaining appropriate employee confidentiality.
Support workplace security, access and other people-related safety requirements.

HR Compliance & Administration

Maintain accurate HR records, reporting and regulatory documentation and ensure HR practices comply with applicable policies and employment requirements.
Monitor key HR deadlines and continuously improve HR processes for consistency, efficiency and scalability.
Develop, maintain and communicate HR policies, procedures, templates, programs and employee communications that support consistent and effective HR practices.

Position Requirements:

Post-secondary degree or diploma in Human Resources Management, Business Administration, Labour/Industrial Relations
CPHR strongly preferred, SHRM-CP considered an asset
5-7 years of progressive HR experience, including HR Manager-level responsibility
Broad HR experience including employee relations, recruitment, performance management, compensation, organizational change and employment compliance.
Manufacturing, production, engineering or technical-industry experience strongly preferred
ADP Workforce Now experience preferred
Experience with Canadian immigration/work authorization process and co-op/student funding programs considered an asset.
