Office Location: All BCER Locations

Salary: $91,036.23 – $103,922.02 – Permanent Full-Time, based on a 35-hour work week.
An additional 10.75% Job Family Market Multiplier will be added to the posted salary.
An additional 3% Location Allowance will be added to posted salary for employees based in Fort St John, Dawson Creek, Prince George, and Terrace.
An additional 13% Location Allowance will be added to posted salary for employees based in Fort Nelson.

About the Job:
The Advisor, Reclamation & Ecology (Advisor) provides technical expertise and coordination in planning and monitoring of the restoration of sites under the Orphan Site Reclamation Fund (OSRF), serving to mitigate financial and environmental risks associated with orphaned sites in British Columbia, returning ecological productivity from previous disturbances.

The Advisor supports and oversees both technical and relationship-based aspects of the collaborative partnerships with First Nations communities related to orphan site treatment and closure. This includes providing input on capacity building and technical training opportunities to support long-term success.

The Advisor is responsible for developing the technical plans and prescriptions for reclamation programs on orphan sites that restore terrestrial and aquatic habitat that is suitable for the land use. Working closely with the orphan restoration team and other BCER employees, the Advisor helps to implement the annual workplan through collaboration and expert input. The Advisor is expected to provide direction and expertise while building relationships with key partners, including landowners, First Nations, and industry.

Responsibilities

Provide subject matter expertise and decision-support in the planning and delivery of orphan reclamation programs, understanding all facets of technical project delivery that decides the scope of multi-million-dollar project operations.

Provide guidance on budget, schedule, and technical components of closure activities, identifying opportunities for continuous improvement and cost efficiency.

Collaborate with project managers and coordinators in the development and oversight of efficient, large-scale closure and reclamation programs, setting evaluation criteria and ensuring contractor’s meet professional standards.

Supervises external contractors in the delivery of work to ensure adherence to standards, as well as summer students to guide in their development.

Provide recommendations and implement actions on processes and procedures essential to the BCER’s role for the management of reclamation practices at orphan sites with a focus on restoring aquatic and terrestrial habitat values.

Provide expert analysis of orphan site conditions and develop recommendations to address questions and complaints, including recommendations for field- and office-based reviews and assessments.

Foster and maintain working relationships with various agencies and partners, including government, non-profit research organizations, and First Nations communities.

Maintain up to date knowledge of current research, ecological restoration practices, and relevant technologies to support innovation and knowledge sharing within the team, including pilot programs that inform industry practices.

Ensure the inventory of orphan sites is sufficiently reviewed to identify scope of work requirements as they become ready for program delivery.

Analyse future supply needs and challenges related to seed and planting feedstock, as well as resourcing requirements for project delivery.

Utilize a variety of environmental data, research, or monitoring to inform the reclamation treatment of orphan sites.

Provide expert information in response to external inquiries through engagement with industry, professionals, First Nations, members of the public, government agencies, and research organizations and academia.

Supervise Orphans & Restoration staff and ensure delivery of support for key aspects of the branch’s goals and outcomes.

Perform other related duties, as assigned.

Qualifications

Education:
A degree from a recognized post-secondary institution in a related field such as Engineering, Environmental Science, Biology, or Forestry, and at least five years of related experience.

An equivalent combination of education, training, and experience may be considered.

Incumbent must be a qualified environmental professional, registered as a member in good standing with an organization operating under an act of the British Columbia legislature.

Experience:
Demonstrated experience in the evaluation, development, and technical execution of upstream oil and gas reclamation programs.

Demonstrated experience in stakeholder relations and building relationships.

Demonstrated experience with project management principles and tools.

Demonstrated experience leading or participating in, facilitations and conflict resolution with affected stakeholders.

Demonstrated experience working with and interpreting applicable environmental regulations, legislation and policy related to the energy sector and First Nations interests.

Demonstrated experience applying knowledge of current economic, socio-political and public affairs issues facing the oil and gas industry.

Demonstrated experience developing procedural manuals and supporting documentation.

Demonstrated experience applying technical knowledge related to cumulative effects, restoration and reclamation of industrial disturbances, First Nations environmental concerns in BC context is preferred.

Demonstrated experience with report writing and maintaining information databases.

Demonstrated experience using financial theory and principles for project budgeting and cost estimations.

Working Conditions & Physical Requirements:
May be required to drive on low-grade roads, and work in challenging field conditions (which may include isolated areas, carrying equipment, and walking long distances over uneven terrain).
