Salary: $76,313.27 – $86,898.73 – Permanent Full-Time, based on a 35-hour work week.
An additional 10.75% Job Family Market Multiplier will be added to the posted salary.
An additional 3% Location Allowance will be added to posted salary for northern location.
About the Job:
The Intermediate Developer (Developer) is a key member of the Information Systems (IS) team, contributing to the design, development, and maintenance of software solutions that support organizational goals and operational efficiency. This role bridges technical implementation with business needs, ensuring that applications are robust, scalable, and aligned with enterprise architecture standards.
The Developer is responsible for writing clean, maintainable code, participating in code reviews, and collaborating with cross-functional teams to deliver high-quality software solutions. This position requires a solid understanding of software development methodologies, system integration, and application lifecycle management. The Developer supports both new development and ongoing enhancements to existing systems, with a focus on performance, security, and user experience.
This role requires demonstrated experience in full-stack development, troubleshooting complex issues, and contributing to project planning and estimation. The Developer communicates effectively with technical and non-technical stakeholders, supports continuous improvement initiatives, and contributes to a culture of innovation and service excellence within the IS department.

Responsibilities
Develop and maintain applications, including designing, building, testing, and supporting software applications that meet business requirements and align with enterprise architecture and development standards.
Ensure code quality and standards; write clean, efficient, and well-documented code, adhering to established development practices and participating in peer code reviews.
Implement and maintain integrations between internal systems and platforms, ensuring secure and reliable data exchange.
Troubleshoot, investigate and resolve software defects, performance issues, and user-reported problems in a timely and effective manner.
Work closely with business analysts, QA staff, Information Systems technicians and other developers to understand requirements and deliver solutions that support organizational goals.
Contribute to project delivery, including engaging in planning sessions, sprints planning, regular team check-ins, reviews, and other collaborative activities to support agile, iterative, and incremental development initiatives.
Create and update technical documentation for system architecture, design decisions, data fixes, and operational procedures to support knowledge sharing and sustainability.
Develop applications with a focus on security, privacy, and compliance with organizational policies and relevant regulations.
Support and collaborate with Quality Assurance analysts to define test cases, conduct unit testing, and support user acceptance testing to ensure solution quality.
Share expertise and provide informal mentorship to junior developers, provide technical guidance and expert opinions to leadership, and represent BCER interests on project teams as a technical expert.
Monitor emerging technologies and development practices, recommending improvements to tools, frameworks, processes and strategic planning.
Identify opportunities to enhance system performance, user experience, development workflows, and BCER technology platforms supporting a culture of innovation, continuous improvement, and service excellence.
Champion the organization’s mission, vision, strategic goals and values within the department, fostering a culture of collaboration, open communication, and accountability.
Qualifications
Education:
A diploma or degree in Computer Science, Software Engineering, or a related discipline.
A minimum of three (3) years of professional experience in software development, including experience with full-stack development and system integration.
An equivalent combination of education and experience may be considered.
Experience:
Demonstrated experience designing, developing, and maintaining web-based and/or enterprise applications.
Demonstrated experience working in an Agile development environment and contributing to cross-functional project teams.
Demonstrated proficiency in modern programming languages, frameworks, and development tools relevant to the organization’s technology stack.
Demonstrated experience working with modern programming languages and frameworks (e.g., C#, .NET, Typescript, Angular, Flyway, Python, CI/CD (Azure DevOps) or similar).
Demonstrated experience developing and consuming RESTful APIs and integrating with third-party systems.
Demonstrated experience contributing to Agile, iterative, and incremental software development initiatives, including sprint and release planning, code reviews, and the implementation of CI/CD pipelines, with alignment to DevOps practices that promote automation, collaboration, and operational efficiency.
Demonstrated experience troubleshooting and resolving complex technical issues in production and development environments.
Demonstrated experience collaborating with cross-functional teams including business analysts, QA, and infrastructure teams.
Demonstrated experience writing and maintaining technical documentation to support development and operational processes.
