What you’ll do -
We are seeking a highly organized, technically advanced, and experienced Project Controls Specialist to join our Project Controls Team within Capital Construction. The successful candidate will serve as a senior project controls subject matter expert, providing technical leadership across complex capital construction projects while leading project controls activities from planning through execution, including scheduling, progress measurement, performance reporting, forecasting, variance analysis, field progress validation, contract and RFP requirements, change support, and project controls documentation.
This role is responsible for establishing, implementing, assuring, and continuously improving project controls practices across a diverse portfolio of capital construction projects. The successful candidate will work closely with construction managers, project managers, contract managers, schedulers, engineers, contractors, suppliers, field teams, and other stakeholders to provide expert, timely, and practical project controls advice, strengthen team capability, and support effective decision-making and successful project delivery.
The duties and responsibilities of this position include:
- Lead the development, review, maintenance, assurance, and analysis of complex integrated construction schedules using industry-standard software such as Primavera P6 and Microsoft Project.
- Establish, maintain, and continuously improve project controls processes, methodologies, standards, and governance practices that are appropriately scaled to each project’s complexity, delivery model, risk profile, contract type, and construction environment.
- Provide senior-level review and technical oversight of contractor and supplier schedules, including bid schedules, baseline schedules, progress updates, revised schedules, recovery schedules, and Time Impact Analysis submissions, to assess logic, sequencing, critical path, constraints, assumptions, risks, and alignment with project and contract requirements.
- Develop and review project controls, schedule, progress measurement, and reporting requirements for RFP packages, contracts, and contractor deliverables.
- Act as the senior project controls and scheduling subject matter expert in contractor and supplier bid evaluations, project reviews, and the resolution of complex project controls issues.
- Lead progress measurement and performance monitoring activities, including the review and analysis of construction progress, quantities, labour hours, productivity, milestone status, contractor performance data, and emerging trends.
- Develop, review, and advance project controls reporting, including dashboards, S-curves, productivity reports, progress summaries, forecast reports, variance analysis, Productivity Factor reporting, executive summaries, and key performance indicators.
- Apply advanced project controls practices, including Earned Value Management principles, forecasting, productivity tracking, trend analysis, risk identification, variance analysis, schedule risk assessment, and change management support.
- Align schedules, quantities, progress measurement methods, pay items, rules of credit, and contract requirements to support performance reporting, change management, and claims support.
- Maintain accurate and traceable project records, including schedules, assumptions, progress data, analysis, decisions, recommendations, and supporting documentation.
- Lead complex what-if scenarios, Time Impact Analysis schedules, recovery schedule evaluations, delay analysis, extension-of-time reviews, schedule risk assessments, and other project controls analysis as required.
- Provide project controls assurance and expert recommendations to project and construction leadership regarding schedule quality, performance trends, risks, recovery strategies, and improvement opportunities.
- Provide technical leadership, mentoring, coaching, and knowledge transfer to project controls professionals and project teams to strengthen team capability and consistent application of project controls practices.
- Collaborate with construction, contracts, engineering, procurement, supply chain, project management, and field teams to ensure project controls information is accurate, consistent, timely, and useful for decision-making.
- Lead continuous improvement of project controls practices, templates, processes, reporting tools, data analytics, lessons learned, and standards within the Capital Construction team.
- Travel occasionally to construction sites, as required, to support field progress validation, project reviews, stakeholder coordination, and project controls activities.
What you bring –
You are a collaborative, analytical, and results-driven senior project controls with deep construction knowledge and expert understanding of how schedule, cost, progress, contracts, field execution, risk, change, and reporting come together on major capital projects. You are recognized as a trusted subject matter expert who can lead complex project controls work, provide practical advice, mentor others, and translate complex project information into clear insights that improve project delivery and team capability.
- A university degree or technical diploma in Engineering, Construction Management, Project Management, Business, or a related discipline. Extensive relevant experience and training may also be considered.
- A minimum of 15 years of progressive experience in project controls, construction scheduling, cost control, progress measurement, project reporting, or construction project management.
- Extensive practical construction experience, preferably including field or site-based experience on large or complex infrastructure, utility, civil, electrical, transmission, generation, or other capital construction projects.
- Advanced expertise in Primavera P6, including complex schedule development, contractor schedule review, Critical Path Method analysis, baseline management, progress updates, logic and quality assessment, schedule risk, recovery planning, and delay analysis.
- Advanced understanding of construction methodology and sequencing, including engineering, procurement, construction, outages, commissioning, contractor execution planning, and field progress.
- Expert knowledge of project controls good practices, including schedule management, progress measurement, Earned Value Management principles, forecasting, productivity tracking, performance reporting, variance analysis, trend analysis, risk identification, and change management support.
- Extensive experience developing, reviewing, and implementing project controls requirements for RFPs, contracts, contractor deliverables, schedule specifications, progress reporting, and performance measurement.
- Extensive experience reviewing contractor and supplier schedules, project controls submissions, progress updates, recovery plans, Time Impact Analyses, extension-of-time requests, and contractor performance information.
- Strong knowledge of contract management, engineering, procurement, supply chain, and the broader project lifecycle, including how these areas affect project controls outcomes.
- Advanced ability to interpret construction schedules, contract requirements, quantities, progress data, productivity information, pay items, rules of credit, and field updates to support project controls analysis, change evaluation, and reporting.
- Demonstrated experience preparing, interpreting, and presenting project controls reports such as S-curves, manpower or resource histograms, productivity reports, forecasts, variance analyses, executive dashboards, performance indicators, and project updates.
- Demonstrated ability to act as a project controls subject matter expert, lead assurance or technical reviews, resolve complex issues, and provide credible recommendations to project and construction leadership.
- Demonstrated ability to mentor, coach, and provide technical guidance to project controls professionals and cross-functional project teams.
- Exceptional analytical, problem-solving, documentation, communication, presentation, facilitation, collaboration, and interpersonal skills.
- Ability to take ownership, initiate action, exercise sound judgment, influence stakeholders, and support practical decision-making in complex construction environments.
- Proficiency with Microsoft Office programs, particularly Excel, Word, PowerPoint, and Visio.
- Experience with Power BI, dashboard development, data analytics, or reporting automation is considered an asset.
- PMP, AACE, or other relevant scheduling, project controls, or project management certification is considered an asset.
- Experience working with utility contractors, or large capital construction projects is considered an asset.
- A proactive, continuous improvement mindset and demonstrated ability to strengthen project controls practices, tools, templates, reporting standards, and team capability.
- Ability to travel occasionally to construction sites within or outside of the region, as required.
