Job Summary

Under the overall direction of the Chief Procurement Officer, the Procurement Officer is responsible for managing major collaborative procurement activities to ensure cost effectiveness commensurate with quality. The role conducts procurement activities in accordance with BCNET policies, applicable legislation, trade agreement obligations, and recognized ethical standards for public sector procurement. The Procurement Officer works closely with the BCNET Procurement team, stakeholders, members, and the Chief Procurement Officer or designate to support the delivery of various procurements and ensure deliverables are met.

Key Responsibilities And Duties

Summary of Primary Duties and Responsibilities

Develop, analyze, and evaluate tender and procurement documentation.
Prepare, review, and support the development of contracts and related procurement documents.
Plan and coordinate procurement activities in collaboration with BCNET staff, members, and stakeholders.
Support effective supplier and vendor relationships throughout the procurement lifecycle.
Provide procurement expertise, guidance, and support to staff involved in supply management activities.

Procurement Planning and Compliance

Ensure procurement activities comply with applicable laws, regulations, trade agreement obligations, BCNET Procurement Policy and Procedures, and recognized procurement practices.
Promote and apply sustainable supply chain practices where appropriate.
Review and monitor contracts to support compliance with contractual terms and procurement requirements.
Support consistent sourcing and contracting practices through the use of standardized procurement templates, including Requests for Proposals, Requests for Quotes, and Requests for Information.
Evaluate tender submissions and award documentation against established evaluation criteria.
Support contract award recommendations in consultation with BCNET management and the relevant working group, in accordance with BCNET Procurement Services’ terms of reference.
Analyze procurement activities and recommend improvements through efficient procurement methods, volume discounts, standardization, value analysis, and collaborative procurement opportunities.
Contribute to the planning and coordination of collaborative procurement initiatives.

Procurement Advisory and Support

Provide guidance and support to BCNET staff and committees on procurement processes, including the interpretation and application of related policies and procedures.
Coordinate with suppliers to identify, address, and resolve procurement-related issues.
Promote the procurement function as a strategic resource for developing shared solutions across BCNET member institutions.
Implement procurement best practices, including standardized templates, file management practices, and consistent documentation processes.
Prepare procurement opportunities for issuance, including drafting solicitation documents, receiving vendor submissions, and preparing bid summaries for internal stakeholders.
Monitor compliance with applicable purchasing policies, procedures, and procurement requirements.

Records, Reporting, and Performance Tracking

Prepare and maintain accurate procurement records and documentation, including working group meeting records, solicitation documents, vendor responses, purchases, contracts, correspondence, and related follow-up.
Support the preparation of procurement-related reports and reporting materials.
Track assigned procurement activities to ensure tendering milestones and deliverables are completed within agreed timelines.
Contribute to the tracking and reporting of cost savings and negotiated savings as key performance indicators for procurement activities.

Supplier Relationship and Performance Management

Develop and maintain supplier relationships to identify new sources of supply and support procurement objectives.
Coordinate and participate in supplier meetings to support service improvements, resolve issues, and strengthen supplier performance.
Collect, analyze, and report supplier and commodity performance data to support informed procurement decisions.
Travel as required to support procurement activities, including meetings with member institutions, suppliers, and community stakeholders.

Qualifications And Skills

University degree in a relevant discipline, or an equivalent combination of education, training, and experience.
SCMP designation, Certificate in Purchasing, Diploma in Supply Management, or related procurement training would be considered an asset.
Minimum of five years of related procurement experience, or an equivalent combination of education and experience.
Public sector and/or post-secondary procurement experience would be considered an asset.
Strong interpersonal, written, and verbal communication skills, with the ability to communicate effectively and persuasively with staff, members, suppliers, and stakeholders.
Strong negotiation, analytical, and problem-solving skills.
Strong project management and organizational skills, with the ability to manage multiple priorities and deadlines.
Ability to interpret and apply policies, procedures, legislation, trade agreement requirements, and procurement documentation.
Ability to analyze issues, identify key information, and recommend practical solutions.
High level of accuracy, attention to detail, and sound judgment.
