Job Title: Business Analyst – HIFIS

6-month contract | Hybrid in the Greater Vancouver Metropolitan Area | Closing Date: October 5, 2026 | Must hold a valid Canadian Work Visa

Our client, a provincial organization supporting affordable housing and housing services across British Columbia, is seeking an experienced Business Analyst for a 6-month contract, with the possibility of extension.

The Business Analyst will support the planning, implementation, enhancement, integration, and operational delivery of the Homeless Individuals and Families Information System (HIFIS). Reporting to the Manager, Operations Support, the successful candidate will work closely with internal business units, service providers, government stakeholders, and technical resources to identify business needs, document requirements, analyze processes, and support the successful delivery of HIFIS initiatives.

This role requires a strong combination of business analysis, process improvement, requirements gathering, stakeholder engagement, data analysis, testing, and change support. The Business Analyst will facilitate workshops and consultations, translate business needs into actionable requirements and system solutions, and help ensure enhancements align with operational requirements and program objectives.

The successful candidate will also contribute to data quality and reporting improvements, solution testing and validation, training, implementation, and continuous improvement initiatives designed to strengthen service delivery and user adoption.

Responsibilities:

Gather, analyze, document, and validate business and functional requirements for HIFIS projects, enhancements, integrations, and operational improvements
Work with internal business units, service providers, government stakeholders, and technical teams to identify business needs and translate them into actionable solutions
Facilitate and lead workshops, consultations, stakeholder engagement sessions, and requirements-gathering activities
Assess current business processes and identify opportunities to improve efficiency, effectiveness, service delivery, and data quality
Conduct current-state assessments, gap analyses, and business needs assessments
Develop process maps and recommend opportunities to streamline and improve business workflows
Collaborate with cross-functional teams to translate approved business requirements into practical system solutions
Support initiatives to improve data integrity, reporting capabilities, and compliance with applicable program and operational requirements
Validate business requirements, system configurations, and proposed solutions within test environments
Develop User Acceptance Testing (UAT) plans and test scenarios, document testing results, and track identified issues
Confirm that delivered solutions meet approved business and operational requirements
Support system implementation, testing, validation, training, and change management activities
Assist with the development of user manuals, quick reference guides, training materials, and end-user support documentation
Gather and document stakeholder feedback and support strategies for adoption and organizational change
Identify project and implementation risks and contribute to appropriate mitigation strategies
Recommend tools, systems, technologies, and process changes that can improve operational effectiveness
Identify opportunities for future HIFIS enhancements and continuous improvement
Develop recommendations and supporting documentation to improve operational efficiency and data quality
Prepare project findings, recommendations, next steps, process maps, organizational charts, and other supporting documentation
Contribute to implementation planning and roadmaps supporting the transition of approved solutions into operational use

Qualifications:

Bachelor’s degree in Business Administration, Management, Information Systems, or a related discipline
Minimum 2–3 years of experience in business analysis, project coordination, or a similar role
Demonstrated project experience involving process improvement, data analysis, or operational optimization
Experience gathering, analyzing, documenting, and validating business and functional requirements
Strong business process analysis skills, including experience assessing current-state processes and identifying opportunities for improvement
Experience facilitating stakeholder discussions, workshops, consultations, or requirements-gathering sessions
Familiarity with Agile and Waterfall project management methodologies and associated tools
Strong research, analytical, problem-solving, and judgment skills
Strong written and verbal communication skills
Ability to manage multiple priorities, competing demands, and deadlines in a time-sensitive environment
Ability to quickly learn and apply new technical and business concepts
Strong stakeholder engagement and collaboration skills
Experience supporting testing, UAT, implementation, training, or change management activities is an asset
Experience working within a public-sector or non-profit organization is considered an asset
