Job Title: Project Manager III – Business Transformation

Our client, a leading provincial organization dedicated to workplace health, safety, and injury prevention, is seeking an experienced Project Manager III – Business Transformation for a 12-month hybrid contract in the Greater Vancouver area.

The Project Manager will play a key role in the organization's CaRT Program, leading the design and implementation of complex, cross-functional business transformation initiatives. This position will oversee end-to-end project delivery across multiple workstreams, ensuring projects are completed on time, within scope, on budget, and in alignment with program objectives.

This is a functional Project Manager role combining project management, business analysis, business process improvement, and change management. The successful candidate will work closely with business operations, technology, design, change management, and benefits measurement teams to support the transition from current-state processes to future-state operating models and solutions.

Working within a complex matrix environment, the Project Manager will coordinate cross-functional delivery teams, manage project financials and governance, facilitate stakeholder decision-making, and support technology implementation, organizational readiness, and transition-to-operations activities.

The ideal candidate brings extensive experience delivering technology-enabled business transformation and modernization initiatives, with a strong understanding of Lean, SAFe methodologies, and Azure DevOps. Experience within the insurance industry and/or public sector is required, with a strong preference for candidates who have worked in both environments.

Responsibilities:

• Lead end-to-end delivery of complex business transformation initiatives, from project initiation and planning through design, implementation, deployment, and closeout
• Manage multiple concurrent workstreams, ensuring alignment with program objectives, timelines, budgets, and quality expectations
• Facilitate working sessions, design reviews, planning workshops, and decision-making forums with business operations, technology, change management, benefits measurement, and senior stakeholders
• Define and validate project problem statements, objectives, scope, assumptions, constraints, dependencies, deliverables, and success measures
• Develop and maintain comprehensive project plans, schedules, milestones, resource plans, financial forecasts, and governance documentation
• Maintain project controls, including RAID logs, decision logs, action registers, change requests, and status reports
• Estimate project effort, sequence activities, manage dependencies, and coordinate delivery across multiple functional and technical teams
• Lead and coordinate cross-functional resources, including business operations leads, SMEs, Business Analysts, Designers, Developers, Testers, Change Practitioners, and external vendors
• Manage project financials, including budget forecasting, actuals tracking, variance analysis, accruals, and financial reporting
• Prepare and support business cases, funding requests, executive presentations, steering committee materials, and governance reports
• Partner with business design teams to support current-state assessments, process mapping, requirements gathering, business analysis, and gap analysis
• Support the development of future-state business processes and operating models, ensuring alignment between business outcomes, requirements, and project deliverables
• Collaborate with technology teams to coordinate solution design, development, configuration, testing, defect resolution, release planning, and implementation
• Partner with organizational change and transition teams to develop change impact assessments, communication plans, training materials, readiness plans, and go-live support models
• Support the development and execution of transition-to-operations plans to ensure successful adoption and operational readiness
• Collaborate with benefits measurement teams to define KPIs, baseline measures, target benefits, dashboards, and post-implementation reporting
• Monitor project outcomes and contribute to benefits tracking to ensure business transformation initiatives deliver measurable value
• Apply Lean and SAFe principles to support effective project delivery, process improvement, and continuous improvement initiatives
• Utilize Azure DevOps to manage project delivery, link work items to milestones, track progress across teams, and maintain stakeholder visibility
• Establish clear deliverable expectations, review project work products, coordinate approvals, and maintain accurate, auditable documentation
• Proactively identify and manage project risks, issues, dependencies, capacity constraints, scope changes, and stakeholder misalignment
• Facilitate timely escalation and decision-making to maintain project momentum and resolve delivery challenges
• Support the development of project management best practices and contribute to delivery discipline across the broader program

Qualifications:

• 7+ years of project management experience, with a demonstrated track record of delivering complex, cross-functional initiatives
• Strong experience leading technology-enabled business transformation, modernization, business process improvement, or operating model change initiatives
• Experience within the insurance industry and/or public sector is required; candidates with experience in both environments are strongly preferred
• Proven ability to deliver projects on time, within scope, and within budget, while managing multiple workstreams, competing priorities, and ambiguity
• Extensive experience developing and managing project plans, schedules, milestones, financial forecasts, RAID logs, decision logs, status reports, and governance materials
• Strong experience managing project budgets, forecasts, financial reporting, and resource planning
• Demonstrated experience supporting business process design, requirements analysis, future-state operating models, and implementation activities
• Experience coordinating technology design, development, testing, deployment, and go-live activities
• Strong understanding of organizational change management, including change impact assessments, stakeholder readiness, training, and transition planning
• Proven experience working within large, complex matrix organizations, coordinating cross-functional teams with shared accountabilities and multiple reporting relationships
• Excellent stakeholder management and facilitation skills, with the ability to build relationships, influence without direct authority, and engage effectively with operational teams through executive sponsors
• Demonstrated ability to drive process improvement initiatives, identify inefficiencies, and implement sustainable solutions
• Strong understanding of Lean and SAFe (Scaled Agile Framework) methodologies, with the ability to apply Agile principles within a hybrid delivery environment
• Hands-on experience with Azure DevOps for end-to-end project delivery, including managing work items, tracking milestones, monitoring cross-team progress, and maintaining delivery visibility
• Experience preparing clear, concise, decision-ready documentation and presentations for senior leadership and operational stakeholders
• Strong analytical, problem-solving, organizational, and decision-making skills with excellent attention to detail
• Ability to work independently as a self-starter while collaborating effectively within a broader program team
• Strong written and verbal communication skills, with the ability to translate between business, operational, and technical stakeholders
• PMP, PgMP, or equivalent project/program management certification is strongly preferred; demonstrated equivalent experience may be considered
• Knowledge of end-to-end claims processes, workers' compensation, insurance operations, or disability management is considered a strong asset
• Experience coaching project team members, strengthening delivery practices, and contributing to program-level project management standards is an asset
• Lean, Six Sigma, or Prosci certification is considered an asset
