The Senior Proposal Writer & Content Manager owns the development, management, and continuous improvement of proposal content assets while supporting strategic pursuits through technical writing, SME engagement, and content governance. The Senior Proposal Writer & Content Manager owns the development, management, and continuous improvement of proposal content assets while supporting strategic pursuits through technical writing, SME engagement, and content governance. They act as the team's lead resource for content optimization and AI-enabled content management practices.
Key Duties & Responsibilities
Proposal Writing & Content Development (50-60%)
- Write technical, management, operational, and executive proposal responses.
- Conduct SME interviews and translate information into compelling, evaluator-focused content.
- Develop win themes, discriminators, proof points, and value propositions.
- Support major strategic pursuits and complex proposal responses.
- Tailor content to client-specific requirements, evaluation criteria, and solution strategies.
- Partner with proposal managers and solution leads to strengthen proposal narratives and improve submission quality.
- Maintain and continuously improve the proposal content library.
- Manage resumes, case studies, project profiles, proof points, graphics source material, and reusable content assets.
- Establish content standards, version control, and governance processes.
- Identify opportunities to reduce content duplication and improve reuse.
- Capture lessons learned and successful response approaches from completed pursuits.
- Support the use of AI tools to improve proposal efficiency and content quality.
- Develop and maintain structured, AI-ready content repositories.
- Identify opportunities for automation within proposal development processes.
- Create and maintain prompt libraries, content templates, and reusable AI-assisted workflows.
- Stay current on emerging proposal technologies and recommend practical applications for the team.
- Support capture and solution development activities as required.
- Assist in developing pursuit-specific messaging and content strategies.
- Contribute to continuous improvement initiatives across the Client Solutions function.
Mandatory:
- Exceptional writing and editing skills (5+ years)
- Proposal and RFP experience (3-5 years)
- Strong interviewing and information-gathering skills
- Ability to translate technical concepts into compelling client-facing language
- Content management and knowledge-management experience
- Experience using AI for content development
- SharePoint/content repository management
- Federal procurement/proposal experience
- Graphic storytelling and visual communication awareness
- Capture and win-strategy support experience

Develop and refine technical, management, operational, and executive proposal responses, working with subject matter experts and pursuit teams to create client-specific, evaluator-focused content. Govern and improve reusable content assets and repositories, support AI-enabled proposal workflows, and contribute to capture, solution development, and continuous improvement.
Requirements
Candidates must have exceptional writing and editing skills, 5 or more years of experience, and 3–5 years of proposal and RFP experience. They should be skilled at interviewing subject matter experts, translating technical concepts into client-facing language, and managing content; AI content development, SharePoint, federal proposals, visual storytelling, and capture support are highly desirable.
