Land Permitting & Regulatory Specialist

Calgary, AB / Prince George, BC

Introduction

Brunel is seeking an experienced Land Permitting & Regulatory Specialist to coordinate regulatory, environmental, and land-use permitting activities for a major Canadian energy infrastructure project. This role will support the engineering phase and help guide the project through evolving regulatory requirements, permit applications, environmental approvals, and agency engagement.

The successful candidate will combine regulatory strategy with hands-on execution, supporting pipeline infrastructure and related project facilities across Alberta and British Columbia. The role is suited to a permitting professional who can work closely with engineering and project teams, interpret technical documentation, and maintain productive relationships with provincial and federal regulators.

Responsibilities

  • Coordinate regulatory and permitting activities throughout the engineering phase of oil and gas, petrochemical, power generation, pipeline, and related infrastructure projects.
  • Prepare and submit applications for permits, licences, land-use approvals, and environmental authorizations for upstream, downstream, and pipeline projects.
  • Develop and maintain comprehensive permitting roadmaps aligned with Canadian federal and provincial regulatory requirements.
  • Identify permitting dependencies, approval risks, critical-path requirements, and changing obligations as the project moves through different phases.
  • Provide regulatory and environmental guidance to internal project teams and clients, supporting both strategic planning and day-to-day execution.
  • Interpret and apply applicable legislation, policies, standards, conditions, and procedures to maintain project compliance.
  • Interface with regulatory agencies and maintain clear, professional communication throughout application, review, inspection, and approval processes.
  • Support engagement with the BC Energy Regulator and other relevant environmental, land-use, and impact assessment authorities.
  • Develop and manage regulatory framework, permit, commitment, and compliance databases for corporate and project use.
  • Support inspections and audits by compiling technical documentation, assessments, records, and evidence of compliance.
  • Contribute to environmental assessments, industrial approval applications, and supporting technical submissions.
  • Review Piping and Instrumentation Diagrams, general arrangements, and other engineering documents to identify permitting and regulatory considerations.
  • Collaborate with engineering, environmental, construction, land, legal, and project management teams to integrate permitting requirements into project delivery.
  • Support project-site activities and regulatory reviews as required.

Requirements

  • Bachelor's degree or college diploma in Engineering, Environmental Science, Natural Resource Management, Planning, or a related field.
  • Minimum 7 to 10 years of experience in regulatory, land permitting, environmental approvals, or a related role, ideally supporting large-scale oil and gas, energy, power generation, or industrial projects.
  • Direct permitting experience during the engineering phase of major capital projects.
  • Experience working with international companies and regulatory agencies in Alberta and British Columbia.
  • Strong knowledge of Canadian regulatory frameworks, with particular emphasis on BC Energy Regulator requirements, environmental regulations, and land-use permitting processes.
  • Experience supporting pipeline infrastructure projects from a permitting and regulatory perspective is strongly preferred.
  • Ability to understand and work with Piping and Instrumentation Diagrams and general arrangement drawings.
  • Experience supporting environmental assessments, industrial approval applications, inspections, audits, and compliance documentation.
  • Ability to contribute to both regulatory strategy and hands-on permitting execution as project needs evolve.
  • Strong communication, stakeholder management, technical writing, organization, and regulatory interpretation skills.
  • BC-specific certifications or professional designations are considered an asset.
  • Ability to work from offices in Calgary and Prince George, with exposure to project sites as required.
