Introduction
Brunel is seeking an experienced Procurement and Contracts Manager to support the acquisition and execution of a natural gas-fired power generation project in Canada. This six-month contract position will lead commercial and contractual due diligence, contractor prequalification, contract development, negotiation, and ongoing contract management.
The successful candidate will work closely with engineering, construction, commercial, and project stakeholders to establish robust procurement and contracting strategies that balance cost, schedule, safety, quality, and execution risk. The role may be based in Ontario or Saskatchewan and is expected to start as soon as possible.
Responsibilities
- Lead the commercial and contractual due diligence of equipment supply, engineering, procurement, and construction documentation associated with the acquisition of a ready-to-build power generation project.
- Prepare a detailed due diligence report outlining key contractual risks, commercial opportunities, mitigation measures, and potential project impacts.
- Manage the prequalification of selected contractors in accordance with established company standards and subject matter expert requirements.
- Develop and implement gap-closure plans arising from contractor prequalification and due diligence activities.
- Collaborate closely with engineering, construction, project controls, legal, and commercial stakeholders to develop an appropriate procurement and contracting strategy.
- Lead the development and negotiation of a structured, open-book Procurement and Construction agreement with the preferred contractor.
- Establish commercial mechanisms for converting open-book costs into a fixed lump-sum arrangement.
- Negotiate contractual terms, commercial incentives, key performance indicators, securities, bonds, and other protections required to support safe and timely project delivery.
- Ensure procurement and construction agreements appropriately balance cost certainty, schedule requirements, execution risk, quality, and safety expectations.
- Manage contracts with equipment suppliers, engineering service providers, and the general contractor throughout project execution.
- Proactively identify and address potential claims, commercial risks, unjustified variations, and contractor performance issues.
- Develop and maintain a contract management plan, including KPI tracking, reporting requirements, and contractor performance controls.
- Establish an early-warning register for commercial, execution, schedule, and safety deviations.
- Develop and administer claims and variation management procedures.
- Maintain accurate and complete contract records, commercial documentation, securities, warranties, bonds, and supporting correspondence.
- Monitor contractual commitments to ensure compliance with agreed budgets, schedules, commercial terms, and project obligations.
Requirements
- Bachelor’s degree in Business, Supply Chain Management, Engineering, Construction Management, Law, or a related discipline.
- Significant experience in procurement, commercial management, and contract management within major energy, power generation, infrastructure, or industrial projects.
- Demonstrated experience supporting the execution of natural gas or thermal power generation projects in the Canadian market.
- Strong working knowledge of engineering, procurement, construction, and equipment supply agreements.
- Proven experience conducting buyer-side commercial and contractual due diligence for project acquisitions or major capital investments.
- Experience developing and negotiating open-book, reimbursable, target-cost, and fixed lump-sum commercial arrangements.
- Strong understanding of contractor prequalification, claims prevention, variation management, commercial risk assessment, and contract administration.
- Experience managing multiple contractors, equipment suppliers, engineering service providers, and general contractors.
- Ability to develop meaningful contractual KPIs, incentives, early-warning controls, and contractor performance measures.
- Strong negotiation, analytical, written communication, and stakeholder-management skills.
- Ability to collaborate effectively with engineering, construction, legal, finance, commercial, and project leadership teams.
- Strong attention to detail with the ability to maintain accurate contractual and commercial documentation.
