Position Title: RQ11559 - Senior Project Manager / Leader

Location: Toronto, Ontario

Mode: Contract

Position Summary

The successful candidate will drive project deliverables to meet business requirements on time, within scope, and on budget, while adhering strictly to Ontario Public Service (OPS) project management methodologies and governance frameworks.

Key Responsibilities

Project Leadership & Execution: Lead large-scale enterprise resource planning (ERP) initiatives, ensuring cost-effectiveness, quality control, and alignment with ministry standards across all project phases (concept, definition, planning, implementation, and close-out).
Financial Management: Build and manage complex project budgets across multiple funding channels; maintain fiscal control, including accurate forecasting, estimates, and actuals reconciliation.
Team & Resource Management: Source, select, and onboard multidisciplinary team members (unionized staff and Fee-for-Service consultants); clarify roles, assign deliverables, resolve resource/interpersonal conflicts, and foster knowledge sharing.
Governance & Stakeholder Management: Establish and lead steering committees and stakeholder forums; provide clear, structured project and portfolio reporting to senior executive leadership.
Risk & Change Management: Proactively identify, prioritize, and mitigate project risks and issues; implement strategies to manage change resistance and drive adoption.
Compliance & Best Practices: Promote and enforce OPS I&IT standards, project management best practices, and information management policies.

Technical & Professional Qualifications

Mandatory Skills

Large-Scale ERP Management (30%): Demonstrated hands-on experience leading multiple large-scale ERP projects ($5M+ budget).
PeopleSoft HCM Expertise (25%): Extensive hands-on project management expertise within PeopleSoft Human Capital Management (HCM) environments.
PeopleSoft Interface & Upgrades (25%): Direct experience implementing PeopleSoft Fluid and Classic Plus user interfaces, as well as managing PeopleTools and PUM upgrades.
Cloud & Infrastructure Experience (10%): Practical experience working with the Microsoft Azure cloud platform, Red Hat Enterprise Linux (RHEL), Windows OS, and Oracle Databases.
Public Sector Experience (10%): Proven track record of managing technology initiatives within a public sector or government environment.

Desirable / Nice-to-Have Skills

Certification or deep working knowledge of the PMI PMBOK guide.
Prior experience with Ontario Public Service (OPS) or broader public sector HCM/PeopleSoft implementations.
Familiarity with Information Management principles and the Accessibility for Ontarians with Disabilities Act (AODA) standards.
Strong client-relationship management skills, with proven ability to resolve cross-functional alignment challenges.
