Manager, Engineering Services
PetroChina Canada (PCC) is a wholly owned subsidiary of PetroChina Company Limited which is partially owned by China National Petroleum Corporation (CNPC), a state-owned enterprise. CNPC is China’s largest oil company and the world’s third largest oil company, operating 91 energy-related projects in over 35 countries and regions. PCC has invested billions of dollars in an asset-rich portfolio of upstream, midstream and downstream operations. In Alberta, this includes our MacKay River and Dover oilsands projects, Duvernay Shale Gas and a 50% interest in the Grand Rapids Pipeline. In British Columbia, we hold joint venture interests in the Groundbirch tight gas project and LNG Canada.
PetroChina Canada is recruiting for a Manager, Engineering Services to join the Engineering & Construction Team in Calgary.
Reporting to the Director, Engineering & Construction, the Manager, Engineering Services will lead PetroChina Canada’s (PCC) Surface Engineering function. Leading a team of employees and contractors, the Manager, Engineering Services is accountable for engineering technical integrity and assurance, Process Safety Management (PSM), Management of Change (MOC), and facility inspection and integrity management across PCC’s operated assets.
This role provides support to the MacKay River Commercial Project (MRCP), Duvernay Shale Gas operations, and future PCC-operated assets throughout the facility lifecycle, from concept development and design through construction, commissioning, operations support, modification, optimization, integrity management and decommissioning.
Accountabilities:
The accountabilities of this position include, but are not limited to:
Engineering Leadership & Technical Authority
- Lead the multidisciplinary Surface Engineering team, ensuring priorities are set based on risk, operational requirements, and business objectives.
- Serve as the senior technical authority for surface facilities.
- Provide technical assurance throughout project lifecycles, including concept selection, FEED, detailed design, construction readiness, and start-up.
- Ensure compliance with regulatory requirements, industry codes, standards, and professional engineering obligations.
Process Safety Management (PSM)
- Own and govern the company’s Process Safety Management program.
- Establish PSM policies, standards, performance expectations, and continuous improvement initiatives.
- Lead process safety incident investigations and corrective action development.
- Oversee PSM audits, assurance activities, and performance reporting.
Asset Integrity & Inspection
- Lead Inspection and Asset Integrity programs.
- Own Pressure Equipment Integrity Management programs, including:
- Risk-Based Inspection (RBI), Fitness-for-Service (FFS) assessments, Integrity evaluations, Repair and replacement strategies
- Establish safe operating envelopes and facility operating limits.
Operations Support & Optimization
- Support commissioning, start-up, operations, facility modifications, turnarounds, and decommissioning activities.
- Identify optimization, debottlenecking, reliability, and efficiency opportunities.
- Lead technical studies related to capacity, feasibility, integrity, and emerging technologies.
Regulatory & External Stakeholder Management
- Ensure compliance with all relevant regulatory requirements. Ie, AER, ABSA, API, NFPA, APEGA, among others
- Act as a senior technical representative with regulators and external organizations.
Strategic Planning & Financial Management
- Participate in annual and long-range asset planning, including developing engineering-driven capital plans and sustaining capital requirements.
- Manage engineering department budgets, forecasts, and OPEX.
Leadership & Reporting
- Provide leadership, coaching, and direction to employees and contractors.
- Deliver engineering, integrity, and process safety performance reporting to executive and operational leadership teams.
- Support EPC/EPCM contractors and ensure technical quality and execution excellence.
Qualifications:
Must Haves:
Required Education & Professional Credentials
- Bachelor’s Degree in Engineering from a recognized university.
- Registered Professional Engineer (P.Eng.) in good standing with APEGA.
Experience Requirements
- Minimum 15+ years of progressive engineering experience in the oil and gas or broader energy sector.
- Extensive experience leading multidisciplinary engineering teams.
- Strong background in surface facilities engineering within an operating asset environment.
- Experience managing engineering consultants, contractors, technical specialists, external service providers
Technical Expertise
- Surface facility design, operation, and optimization.
- Process Safety Management (PSM).
- Engineering risk management.
- Technical assurance and governance.
- Asset integrity and reliability management.
- Regulatory compliance and engineering standards.
- Strong knowledge of Alberta regulatory requirements and industry codes and standards.
Leadership & Decision-Making Capabilities
- Ability to provide senior technical leadership and mentorship.
- Demonstrated sound engineering judgment.
- Strong risk-based decision-making skills.
Assets:
- SAGD/heavy-oil and/or natural-gas-processing experience.
- Experience supporting both operating assets and capital projects.
- Experience with ABSA-regulated pressure equipment and asset-integrity programs.
- Experience with PSM, HAZOP/PHA, LOPA, MOC and PSSR.
- Experience with RBI, fitness-for-service and inspection/integrity-management programs.
- Experience supporting major turnarounds, commissioning and facility start-up.
