Public Programs Coordinator to support the delivery of public-facing programs, stakeholder engagement activities, and case management processes within the Historic Waste Program.
What you will be doing!
- Coordinating and supporting the administration of Tier 2 complaints in accordance with the Complaints Resolution Program (CRP), working collaboratively with homeowners, PHAI staff, contractors, and other stakeholders to facilitate timely, effective resolution of concerns.
- Supporting the integration of Complaints Resolution Program awareness and education into public events, workshops, seminars, meetings, and community engagement activities, as appropriate.
- Maintaining and continuously improving complaint tracking systems, including databases (registers) and records management processes, monitoring complaint status, trends, resolution outcomes, and program performance.
- Compiling, analyzing, and reporting complaint resolution data and program metrics to support internal decision-making, regulatory reporting, and continuous improvement initiatives.
- Contributing to the development of Complaints Resolution Program sections within the Port Hope and Port Granby Annual Socioeconomic Reports submitted to the Canadian Nuclear Safety Commission (CNSC).
- Providing accurate and timely Tier 1 and Tier 2 complaint data, tracking information, and program updates to support quarterly reporting requirements, including presentations to the Advisory Monitoring Group.
- Preparing correspondence, reports, briefing materials, and program documentation related to complaint resolution activities.
- Liaising with internal departments, project teams, contractors, municipal representatives, and members of the public to support effective communication and resolution of program-related concerns.
- Identifying opportunities for process improvements and recommending enhancements to complaint management practices, tracking tools, reporting methodologies, and stakeholder engagement approaches.
- Performing other duties and special projects as assigned by the Public Programs Lead.
- Coordinating and administering Property Value Protection Program (PVP) claims in accordance with approved program rules, procedures, and service standards, ensuring claims are processed accurately, consistently, and in a timely manner.
- Serving as the primary point of contact for claimants throughout the claims process, providing information, guidance, and support while maintaining confidentiality and professionalism.
- Maintaining comprehensive claim files, records, and databases to track claim status, key milestones, outcomes, expenditures, and program performance metrics.
- Compiling, analyzing, and reporting claims data to support program monitoring, regulatory reporting, trend analysis, and continuous improvement initiatives.
- Contributing to the development of Property Value Protection Program content for the Port Hope and Port Granby Annual Socioeconomic Reports submitted to the Canadian Nuclear Safety Commission (CNSC).
- Coordinating the annual acquisition and review of Municipal Property Assessment Corporation (MPAC) data to support program monitoring and analysis activities.
- Coordinating the completion of annual third-party real estate market analyses, reviewing findings and identifying trends, risks, or market conditions that may be attributable to Port Hope Area Initiative activities.
- Providing regular briefings and recommendations to the Public Programs Lead regarding emerging issues, claim trends, program risks, and opportunities for process improvement.
- Liaising with property owners, real estate professionals, legal representatives, appraisers, consultants, municipal stakeholders, and internal project teams to facilitate effective program delivery.
- Preparing correspondence, reports, briefing materials, presentations, and other documentation related to Property Value Protection Program activities.
- Performing other duties and special projects as assigned by the Public Programs Lead.
- Working with Major sites and Small-Scale Sites staff to identify the needs of occupants (residents and/or businesses) requiring accommodation – including but not limited to relocations, storage accommodations, recreational accommodations – during PHAI activities.
- Identifying options for meeting the needs of occupants per the PHAI Property Owner Accommodation Guideline and presenting recommendations to the Director, Public Licensing and Communications for review and approval well in advance of work beginning at the property.
- Assisting with coordinating all necessary arrangements for accommodations of occupants, dependants or pets of the household while working closely with Public Licensing and Communications staff and others as required, as well as contracting staff.
- Other duties as assigned by your manager.
What We Are Looking For
- Education
- College diploma or university degree in Public Administration, Business Administration, Communications, Community Relations, Social Sciences, Project Management, or a related discipline.
- An equivalent combination of education, training, and experience may be considered.
- Experience
- Minimum 5 years of experience in program administration, stakeholder relations, community engagement, project coordination, customer service, municipal services, property management, or a related field.
- Experience coordinating multiple projects, cases, or initiatives while working within established policies and procedures.
- Experience engaging with members of the public and resolving complex or sensitive issues.
- Experience working collaboratively with multidisciplinary teams, contractors, consultants, and external stakeholders.
- Experience in a regulated, municipal, infrastructure, environmental remediation, or public-sector environment is considered an asset.
- Knowledge, Skills & Abilities
- Excellent interpersonal, communication, and relationship-building skills, with the ability to engage diverse stakeholder groups effectively.
- Strong conflict resolution, negotiation, and issue management skills when dealing with sensitive or complex situations.
- Demonstrated ability to exercise sound judgment, discretion, and professionalism when handling confidential or contentious matters.
- Strong organizational and time management skills, with the ability to manage multiple priorities and competing deadlines.
- Effective analytical and problem-solving abilities, including the ability to assess information, identify options, and recommend solutions.
- Ability to work independently while contributing effectively a multidisciplinary team.
- Strong written communication skills, including preparing correspondence, reports, briefing materials, and program documentation.
- Proficiency with Microsoft Office 365 applications, document management systems, and records management practices.
- Knowledge of public-facing program administration, stakeholder engagement, and case management practices.
- Knowledge of complaints resolution processes, accommodation programs, property acquisition processes, and property value protection or compensation programs.
- Understanding of project delivery environments and interactions among construction, remediation, municipal infrastructure, and community impacts.
- Knowledge of customer service and community relations principles, particularly in situations involving public concern, disruption, or perceived impacts.
- Understanding of regulatory, contractual, and procedural requirements associated with program administration and documentation.
- Knowledge of the Historic Waste Program, Port Hope Area Initiative, or similar large-scale public infrastructure, environmental remediation, or community-based projects is considered an asset.
- Understanding of municipal processes, property ownership considerations, and real estate-related documentation is considered an asset.
- Security Clearance Eligibility Required
- Reliability Status with Site Access Security Clearance (SASC), which has a minimum requirement of 3-5 years of verifiable history in Canada, Australia, New Zealand, the United States and/or the United Kingdom. CNL implements security screening in accordance with the Treasury Board of Canada Secretariat's “Standard on Security Screening” and the “Policy on Government Security.”
Working Conditions
- Working schedule: Five (5) days per week, seven and a half (7.5) hours per day for a thirty-seven and a half (37.5) hour work week.
- May be exposed to varying weather conditions during field visits and must comply with all applicable health, safety, and security requirements when entering active work sites.

The CNL Historic Waste Program Management Office and the Port Hope Area Initiative projects are situated on the traditional lands of the Williams Treaties First Nations, specifically the Gunshot Treaty negotiated between the Crown and Mississauga Nation during the 1780s and represented today by the Williams Treaties First Nations. The Mississauga Nations are also signatories to various 18th and 19th century treaties that covered lands in different parts of south-central Ontario.
