Supply Chain Manager to lead and oversee procurement, contracting, and supply chain management activities across a diverse portfolio.
What you will be doing!
- Resolving highly complex and/or specialized professional issues within the department/sub-unit.
- Communicating/ providing advanced, highly complex analyses of information/data to consult/collaborate on client issues with broad impact.
- Providing significant input/ may authoritatively recommend solutions/approaches.
- Addressing escalated issues from lower levels; supporting lower levels in issue resolution.
- Escalating highly complex/highly specialized issues to higher levels with recommendations.
- Ensuring and promoting a solid understanding of ethical contracting and best business practices.
- Managing a large scope department budget.
- Ensuring direct reports understand and comply with all aspects of team/project budgets across all areas of responsibility.
- Making authoritative recommendations on expenditures for own area.
- Developing and submitting department budgets for approval.
- Providing input into the overall portfolio strategy.
- Providing input into elements of strategic CNL plans based on own expertise.
- Translating the portfolio’s strategy into tactical plans for the department.
- Other duties as assigned by your manager.
What We Are Looking For
- Education
- A University Bachelor’s Degree in Business Management, Commerce, Law and/or Economics.
- PMAC, SCMAO, PMP or equivalent are considered assets.
- Experience
- 10+ years of progressive experience in contracting, procurement and supply chain management, or equivalent combination of education and experience in a senior or lead contracting/negotiating capacity.
- Experience in Procure to Pay processes, contracting lifecycles, and depending on portfolio, in EPC, Design & Build, Design-Bid-Build and formation of complex, multi -million capital projects or programs.
- Experience working in a Nuclear or Regulated environment is an asset.
- Knowledge, Skills & Abilities
- Ability to develop collaborative long-term strategic agreements and relationships.
- Management of high-value procurements and acquisitions in complex services, construction, technology or process-based industry.
- Ability to manage and work with high-performing integrated program or project teams.
- Excellent communication and interpersonal skills, along with the proven ability to mediate and negotiate well.
- Excellent business judgement and savvy, with a proven ability to make high-consequence decisions under pressure related to risk, performance, and budget.
- Demonstrated management skills and experience including resource management, budgeting, planning and reporting, team building and relationship management.
- Strong business ethics and process orientation.
- Extensive knowledge and understanding of commercial contracts, agreements and terms and conditions, competitive bidding laws of Canada, and Contract Law.
- Understanding of the Legal system, and how contracts are executed and issues resolved.
- Security Clearance Eligibility Required
- Reliability Status with Site Access Security Clearance (SASC), which has a minimum requirement of 3-5 years of verifiable history in Canada, Australia, New Zealand, the United States and/or the United Kingdom. CNL implements security screening in accordance with the Treasury Board of Canada Secretariat's “Standard on Security Screening” and the “Policy on Government Security.”
Working Conditions
- Working schedule: Five (5) days per week, seven and a half (7.5) hours per day for a thirty-seven and a half (37.5) hour work week.
- Regular driving (other than driving to work).
- Project deadlines and spontaneous demands which require the incumbent to work beyond the normal workday as a regular occurrence.
- Potentially highly hazardous environments and the requirements to wear personal protective equipment to mitigate any potential physical/health hazards.
- Exposure to dirt, dust, smoke, heat, etc. and frequency.

The CNL Historic Waste Program Management Office and the Port Hope Area Initiative projects are situated on the traditional lands of the Williams Treaties First Nations, specifically the Gunshot Treaty negotiated between the Crown and Mississauga Nation during the 1780s and represented today by the Williams Treaties First Nations. The Mississauga Nations are also signatories to various 18th and 19th century treaties that covered lands in different parts of south-central Ontario. In 1923, the Mississauga First Nations and the Chippewa First Nations consisting of Rama, Beausoleil and Georgina Island signed the Williams Treaties and together, over 90 years later in June 2018, joined to ensure that their rights and the relationship with these lands are respected through a renewed agreement with Canada and the province of Ontario.
