Original job description

161 Bay Street (93021), Canada, Toronto,Toronto, Ontario,Director, Technical Program Management

About Capital One Canada.

For 30 years, we've been on a mission to change banking for good. We challenge the traditional bank stereotype by integrating machine learning, conversational AI and design thinking into our core operations. We're a bank a tech company would build, where your work directly shapes innovative solutions that impact millions of Canadians.

We're driven by fearless curiosity, bold innovation, and a collective of authentic people working together to redefine what's possible. Technology isn’t just part of our strategy, it is our strategy. Everything we do serves our vision and the creation of what's next.

About the Team:

Since 2014, Capital One Canada’s software studio has grown from a team of 10 to a team of over 250. We’re passionate about what we do, and we’re always on the lookout for people who want to make a difference in the world of credit through technology. We’re obsessed with doing the right thing, and we achieve that by finding innovative ways to better serve our customers.

Here are a few of the ways we’re helping people take control of their credit:

Helping customers view and monitor their credit scores with Credit Keeper
Enabling customers to view and edit their Personal Information directly in the Mobile App
Providing customers 100% certainty which credit cards they’ll be approved for before they apply, by using Quick Check™

We’re all-in on the cloud and we’re leaders in the adoption of open source, RESTful APIs, microservices, and containers. We build our own products and release them with a speed and agility that allows us to get new customer experiences to market quickly. And, as a founder-led company, we’re inspired to make, break, do, and do good.

About the Role

As a Director of Technical Program Management (TPM), you will lead an established team of TPMs to drive execution across multi-year technology roadmaps, large-scale integration strategies, and complex application convergence efforts.

This is an executive technical leadership role for an operator who excels at navigating complex enterprise matrixes, influencing engineering and business leaders, and relentlessly getting stuff done. You will simplify intricate architectural trade-offs, align cross-functional partners across Product, Engineering, Design, and Data Science, and elevate the performance of an existing TPM practice to accelerate delivery for Capital One customers.

Your Responsibilities:

1. Drive Execution on Complex Technical Initiatives ("Get Stuff Done")

Execute High-Stakes Programs: Take ownership of complex, multi-workstream technical initiatives - including legacy application convergence, AWS cloud architecture updates, and enterprise data migration efforts.
Unblock Delivery Teams: Roll up your sleeves to diagnose delivery bottlenecks, resolve architectural dependencies, and keep engineering teams moving at high velocity.
Relentless Accountability: Establish clear execution baselines, enforce rigorous follow-through across multi-team releases, and deliver high-impact results in a fast-paced environment.

2. Navigate Matrixed Organizations & Influence Stakeholders

Cross-Functional Alignment: Navigate complex enterprise structures across US and Canadian leadership, building trusted partnerships across Product, Engineering, Data Science, Design, and Risk teams.
Influence Without Direct Authority: Align competing organizational priorities, negotiate technical trade-offs with senior engineering leaders, and secure commitments across functional and reporting boundaries.
Simplify Technical Complexity: Translate intricate technical constraints, API contracts, and distributed cloud risks into crisp, executive-ready choices for leadership.

3. Lead & Elevate an Established TPM Practice

People Leadership & Mentorship: Lead, coach, and grow an established team of TPMs, fostering a culture of high engineering standards, continuous learning, and strong delivery ownership.
Operationalize Delivery Excellence: Define and enforce rigorous standards for project intake and delivery estimate accuracy; implement rapid escalation paths for product or business-related roadblocks; and ensure company-wide visibility into an up-to-date, stack-ranked priority list of projects.
Strategy & Engineering Alignment: Build and justify engineering-driven strategy by framing technical initiatives in clear business terms, advocating for initiatives that drive long-term value, and ensuring technical roadmaps align with the enterprise architecture vision.
Standardize Governance & Metrics: Continuously improve team practices by embedding quantitative delivery health frameworks (e.g., DORA metrics), robust CI/CD release controls, and modern Agile/SAFe operating rhythms.

Basic Qualifications:

At least 7 years of experience in Technical Program Management leading complex software, cloud, or platform engineering programs.
Proven experience managing and developing direct reports within a Technical Program Management or Engineering organization.

Preferred Qualifications:

7+ years of experience designing, building, or managing data-intensive solutions utilizing distributed computing architectures.
3+ years of experience delivering distributed systems and highly available services using cloud computing architecture (AWS preferred).
3+ years of experience delivering customer-facing, highly scalable mobile applications and RESTful microservices.
Proven track record leading complex technical integration, application convergence, or enterprise data migration initiatives.
Deep experience navigating matrixed enterprise structures and influencing VP and C-suite technology stakeholders.
Experience operating within a highly regulated environment (Financial Services, Banking, Fintech).
Bachelor’s Degree in Computer Science, Software Engineering, or a related technical field (or equivalent practical experience).
Master’s Degree or MBA in Computer Science, Software Engineering, or a related technical discipline.

Working at Capital One.

You’ll be empowered to take end-to-end ownership of your work and your career, backed by a high-performance, hybrid culture and holistic suite of benefits designed to support your whole self.

Take ownership of your own potential: Whether you’re looking to upskill, pivot into new business areas, or master your craft, you’ll have access to tools and mentorship to reach your potential and define your career trajectory.
Find your rhythm: We believe trust fosters the flexibility and autonomy required to balance personal needs with a focus on high performance. We support a hybrid model – with 3 days in the office per week – that gives room for both collaboration and personal commitments.
Benefits built for your life: We take a holistic approach to well-being, providing support for you and those who are most important to you. This includes: full coverage for spouses, domestic partners and dependents, a one-time Work From Home allowance to build your comfortable workspace, up to $3,000 in mental health coverage and up to $5,000 in annual tuition subsidies.

You’ll find that Capital One is committed to helping you thrive and evolve every step of the way.

This posting is for an existing vacancy.
