Original job description

CBCL Limited is an engineering and environmental consulting firm that values its people and works with communities to plan for a sustainable, resilient future. We’re looking for an experienced municipal engineering leader to join our Halifax office as Manager, Municipal Department. You’ll lead an established team in the planning, design, and delivery of municipal infrastructure, oversee day-to-day operations, and support your colleagues’ professional development while maintaining a strong focus on technical quality and client service.

Our Municipal group works with clients across Nova Scotia and throughout Canada, from large centres to small communities, on infrastructure that people rely on every day. The team has built a strong reputation in the region for practical engineering and long-standing client relationships. In this role, you’ll build on that foundation by strengthening existing partnerships, developing new client relationships, and supporting the continued growth of the department and its people.

As Manager, you’ll help shape the department’s direction, balancing the needs of your team and clients with project commitments and long-term business goals. This role would suit someone who enjoys bringing people together, mentoring colleagues, and exploring new approaches while providing the guidance and sound judgement needed to help a team succeed.

What You’ll Do

Lead and Inspire

  • Champion a positive, collaborative, and high-performing culture that reflects CBCL’s core values.
  • Recruit, mentor, and develop talent to support professional growth and team success.
  • Conduct performance reviews, establish development goals, and foster an environment of continuous learning.

Drive Operational and Financial Success

  • Oversee the department’s financial performance - from utilization and sales to profitability and forecasting.
  • Conduct monthly project reviews, identify challenges early, and work with project managers to maintain strong results.
  • Collaborate with senior leadership on strategic planning and budgeting to support long-term business growth.

Deliver Quality and Build Relationships

  • Lead municipal infrastructure projects, ensuring technical quality, safety, innovation, and client satisfaction.
  • Strengthen existing client partnerships and identify new opportunities for collaboration.
  • Support proposal development and RFP responses, working with senior leadership, group leads, and project managers to position CBCL for success.
  • Promote a proactive safety and quality culture consistent with CBCL’s Safety Program, regulatory requirements, and industry best practices.

What You Bring

  • Bachelor’s or graduate degree in Civil Engineering or a related discipline, with professional registration with the Engineering Association in the applicable province.
  • Minimum of 10 years of progressive leadership experience in consulting engineering and municipal infrastructure project delivery.
  • Proven ability to manage, mentor, and motivate multidisciplinary teams while fostering a positive and inclusive culture.
  • Strong understanding of financial performance metrics, forecasting, and resource planning.
  • Skilled at identifying opportunities, managing risk, and contributing to the long-term growth of CBCL’s Municipal Department.
  • Excellent communication and relationship-building skills with clients, partners, and stakeholders, with an understanding of Nova Scotia’s municipal markets, from large centres to small communities.
  • Demonstrated success in leading complex municipal infrastructure projects from planning through design and delivery, meeting quality, safety, regulatory, and profitability goals.

Applicants with comparable experience and skillsets will be considered.
