Original job description

The Intelligence Analyst is responsible for conducting open-source intelligence (OSINT) investigations to support CIRO’s Enforcement activities. The role goes beyond data collection to interpret and synthesize complex information from diverse sources, identifying patterns, relationships, and key investigative insights that inform case strategy and uncover avenues for further inquiry. The position translates raw data and evidence into clear, actionable intelligence. Working collaboratively with Enforcement teams, the role plays a critical part in advancing investigations by providing analytical judgment, maintaining data integrity, and managing multiple priorities in a dynamic, case-driven environment.

Core Responsibilities:

Investigation

Conduct in-depth investigations of Approved Firms and Approved Persons in response to public complaints (including CIRO Case Assessment), incorporating comprehensive OSINT research.

Access internal and external databases, open sources, and social media to gather, validate, and analyze relevant intelligence.

Analysis and Enforcement Support

Collaborate with Enforcement teams by organizing, interpreting, and presenting data and evidence in support of active cases, including preparing demonstrative exhibits and delivering findings to management and colleagues.

Using available software tools, collect and analyze complex information, develop visualizations, and prepare clear intelligence reports that identify key findings, trends, gaps, and recommended next steps to support investigative decision-making and enforcement action.

Support enforcement proceedings by attending hearings as a witness when required.

Intelligence Function Development

Participate in team meetings and contribute to continuous improvement initiatives by proposing innovative approaches to intelligence practices, processes, and overall operational effectiveness.

Identify intelligence gaps, investigative challenges, relationships between information sources, and opportunities to strengthen investigative strategies.

Develop and maintain data tracking tools (e.g., CRM, Excel spreadsheets, Power BI dashboards), perform data entry and aggregation, and continuously improve workflows and analytical processes to enhance efficiency and investigative outcomes.

Build and maintain expertise in CIRO systems, data sources, analytical tools (e.g., CRM, Excel, i2, Power BI, OSINT software), and emerging technologies through ongoing professional development and independent learning.

Build effective relationships with regulatory stakeholders and other jurisdictions to support the CIRO's mandate and enhance investigative and intelligence operations

Key Skills and Competencies:

Must-haves

Post secondary degree in criminology, finance, business, accounting
OSINT investigation skills or experience

3-5 years of related work experience in the investment industry, working with data.

High proficiency with full functionality of MS Office Suite

Competence with data visualization tools such as Microsoft Power BI and i2

Judgement abilities in assessing relevance, usefulness and importance of information High degree of attention to detail, with a view to providing information that may be used in a contested hearing

Project management and coordination skills

Experience with database software and data entry

Excellent collaborative team-based communication skills, both verbal and written

Nice to Haves

Experience in regulatory, law enforcement, accounting, or finance industries.

A working knowledge of the trading strategies of participants and their clients

Ability to communicate in both English and French
