The Opportunity
Development Services is comprised of several branches. The Department’s mission is to guide the growth and development of Barrie toward a vibrant, livable and resilient community through a strong policy framework for land use decision-making and development review services.The branches work collaboratively to implement provincial policies, address corporate strategic objectives, and apply best practices in land use planning, development review, technical design review, and active transportation implementation. Together, they help guide development and growth with the full support of professional, technical and administrative staff.Feedback and interaction with a variety of other Departments across the organization, as well as input received through public consultation, are key to advancing Council and corporate directions, many of which are initiated and implemented through the development process.
Under the general guidance and direction of the Manager of Development Services, the Development Services Technologist supports the preparation, review, coordination and administration of engineering, financial and legal requirements related to land development agreements to facilitate development in accordance with applicable legislation and City of Barrie standards and policies. This position supports the City’s development approval process by coordinating required approvals and assisting with development agreements, securities, cost sharing and other financial requirements, while providing technical information and liaison support to internal and external stakeholders.

Education (degree/diploma/certifications)
- Three (3) year College Diploma in Civil Engineering Technology, Environmental Engineering Technology or a related discipline
- Valid Ontario Class “G” Driver’s Licence in good standing with a reliable vehicle for use on corporate business

Experience
- Three (3) years of experience performing duties related to the major responsibilities of the position
Knowledge/Skill/Ability - Working knowledge of City of Barrie Standards and City of Barrie Storm and Sanitary Drainage Policy Manuals
- Demonstrated ability to:
- work in a team environment
- deal effectively and courteously with the public, City staff, industry and agency staff, and other levels of government
- utilize political acumen to negotiate, mediate, facilitate, and present information to the development industry
- build effective working relationships with all stakeholders (including those from industry, community and government) as well as Council and staff
- Intermediate skills include: Interpersonal; Negotiation; Presentation; Problem Solving; Project Management; Written Communication
- Intermediate computer literacy using the following systems and software: Autocad, Civil 3D, Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, Access, Project), hydrology and hydraulic software, horizontal and vertical control networks, printing and reproduction equipment
Conditions of Employment
- Valid Ontario Class “G” Driver’s Licence in good standing with a reliable vehicle for use on corporate business
- Eligibility for and willingness to obtain a Certified Engineering Technologist (C.E.T.) Designation from the Ontario Association of Certified Engineering Technicians and Technologists (OACETT)
- Satisfactory Criminal Record Check*

Location: City Hall, 70 Collier Street, Barrie, Ontario*
- Please note that the City has a Hybrid Work Program Policy in place that may allow a hybrid work arrangement of one (1) remote day per week for employees who meet eligibility requirements.
Hours: The normal hours of work are 35 hours per week in accordance with the Collective Agreement
Wage: This position is within the CUPE Local 2380 Bargaining Unit with the following pay level and 2026 pay range:
- Pay Level: Level 6
- Yearly Salary: $66,393.60 to $79,570.40
- Hourly Pay Rate: $36.48 to $43.72
