$131,592.73 annually (2026 rates)

Competition #282 | Open until filled

Lead the numbers behind Manitoba’s second-largest city

The City of Brandon is looking for a CPA who wants to be the final word on the integrity of a municipality’s finances. As Corporate Controller, you are the City’s senior technical accounting professional. You own corporate accounting, financial reporting, audit, and internal controls, and you advise the Director of Financial Services and departmental leaders on every significant accounting question.

This role suits someone who has mastered the technical side and wants their judgment to shape how a whole organization manages public money.

What you’ll lead

Financial reporting and audit

  • Lead preparation of the City’s annual consolidated financial statements under Public Sector Accounting Standards
  • Plan and run the year-end close across the organization, including timelines, responsibilities, and deliverables
  • Coordinate the external audit, oversee year-end working papers, and implement approved audit recommendations
  • Prepare the financial reports required by senior governments, external agencies, auditors, and funding organizations

Technical accounting and controls

  • Own the general ledger, chart of accounts, coding structures, accounting periods, reconciliations, and journal entries
  • Set accounting policies, procedures, standards, and internal controls in line with legislation, PSAS, and City policy
  • Determine accounting treatment and control frameworks for government grants, contribution agreements, cost-shared projects, and externally restricted funding
  • Oversee accounting for tangible capital assets, reserves and reserve funds, debt, investments, deferred revenues, and other complex transactions
  • Review and approve entries, adjustments, write-offs, refunds, and transfers within delegated authority
  • Oversee segregation of duties and compensating controls, and fix control weaknesses when you find them

Systems, treasury, and budgeting

  • Oversee the financial systems control environment, including user access, configuration, interfaces, reporting structures, and data integrity
  • Provide technical oversight of daily banking, bank reconciliations, cash controls, deposits, and electronic payments
  • Support the operating and capital budgets, Financial Plan, and long-term forecasts, and prepare budget reviews, forecasts, and variance reports
  • Lead the financial administration of the annual corporate fee schedule

Leadership

  • Lead, hire, coach, and develop staff, including oversight of revenue administration and customer service functions
  • Take part in labour management discussions and ensure adherence to collective agreements, legislation, and policy
  • Drive continuous improvement in financial reporting, accounting processes, controls, and technology
  • Contribute to financial policy development, corporate planning, and departmental goals aligned with the City’s strategic priorities

What you bring

Required

  • CPA designation
  • 5+ years of progressively responsible accounting experience
  • 3+ years in a supervisory, management, or leadership role
  • Demonstrated experience in financial statement preparation, audit coordination, budgeting, financial reporting, and internal controls
  • Experience with computerized financial management and ERP systems

Preferred

  • Certified Manitoba Municipal Administrator (CMMA) designation
  • Municipal accounting experience and PSAS application
  • Experience with external audits and municipal financial administration
  • Experience with collective agreements, labour relations, and employee development

Coming from the private sector or another level of government? The qualifications describe the level of expertise this role needs and are not meant to rule anyone out. If your experience is strong in financial reporting, audit, and controls, we encourage you to apply.

What we offer

  • Competitive salary of $131,592.73 annually (2026 rates)
  • Comprehensive Total Rewards package, including benefits and pension
  • Employee discount packages
  • Flexibility to work remotely on occasion (role is primarily on-site)
  • Relocation costs covered for the successful candidate
  • A senior leadership role with real influence over how the City manages public funds

The details

  • 36.25 hours per week, reporting to the Director of Financial Services
  • Non-union position, open to all interested applicants
  • The successful candidate must live within Brandon city limits or the Westman region
  • Selection includes testing and an interview
  • The successful candidate must complete a satisfactory criminal background investigation and maintain legal eligibility to work in Canada
