Position: Quality Management Technician II

Department: Public Works and Environmental Service

Division: Water and Wastewater Services

Reports to: Manager of Water and Wastewater Services

Public Works and Environmental Services

This department is responsible for the effective and efficient planning, engineering, maintenance, rehabilitation and operation of the municipal road system, parks and open space, solid waste management services, water treatment and supply, wastewater collection and treatment, stormwater management, development approvals and general engineering services.

Water and Wastewater Services

Water and Wastewater Services is responsible for the operation and maintenance of all the municipal water and wastewater facilities, including water treatment plants, the water distribution systems, water pumping stations, water towers, water meters, sewage treatment plants, sewage collection systems, and sewage pumping stations.

Purpose and Scope:

Reporting to the Manager of Water/Wastewater Services, the Quality Management Technician will assist the Manager of Water/Wastewater Services, Compliance Coordinator, Superintendents and operations staff with a wide variety of technical and administrative functions and provide support to Water/Wastewater departmental operations, compliance, and budgetary decisions through performance reporting and data analysis.

This position is a contributing team member responsible for the day to day work and executing operations in line with department approved policies, plans and programs as well as efficiently meeting service standards in the delivery of municipal services.

Duties and Responsibilities:

Under the supervision of the Risk Management Official (RMO) and working with the internal working group, Screen applications, research and develop guidance documents, fact sheets, forms, Section 57, 58 and 59 notices for the administration of the source protection program.
Work with the Conservation Authority on the delivery of the Education and Outreach Program for the source protection program.
Provide support to the RMO to implement and coordinate the source protection program.
In conjunction with the RMO and other staff, provide comment on Source Protection Plan updates and provincial program changes.
Represent the City at various meetings and working groups with the external municipalities, government agencies and conservation authority.
Exercise legal authorities as an RMI/Alternate RMO as outlined in the Clean Water Act, Provincial Offences Act and/or Municipal Bylaws as required.
Completion of field verification surveys for a variety of land uses including agriculture, commercial, industrial and residential properties.
Under the supervision of the RMO, researching and writing of Risk Management Plans within the City.
Assist the Manager with the administration and coordination of consultants and contractors to ensure completion of projects and programs.
Provide input and/or prepare annual reports, contract payment certificates, presentations, budget reviews, meeting minutes, statistics and analysis.
Complete Monthly/Annual reporting requirements for the water and wastewater systems as assigned by the Compliance Coordinator.
Respond to inquiries and complaints from residents, customers and property owners and resolve or refer as appropriate.
Act as a Super User for the maintenance management program, ERRIS program implementation, digital data collection and online logbooks. Provide guidance, support and training to all staff on the use of each program.
Provides input and analysis into development of appropriate areas of the department budget.
Maintain up to date asset inventory and maintenance procedures for all equipment as directed by the Superintendent positions.
Drafts reports as requested by the Water/Wastewater Manager
Assists with Quality Management System (QMS) and compliance related items as assigned. This may include conducting QMS audits, maintaining training records, and preparation reports.
Assists in coordinating information for the department including: security access, collection and analysis of data, retention and destruction of records.
Provides support in Continuous Quality Improvement (CQI) processes with respect to the Ministry of Environment and other related legislative bodies.
Provide consistent support to the Manager for reviewing invoices, coding invoices and follow up with vendors as necessary. Maintaining file of invoices for Capital projects and operational expenditures. Follows up directly with operations staff and ORO’s to ensure the purchasing documentation is completed properly.
The position assists the Manager with the development of the scope of work for the various tenders, Request for Proposals (RFPs) and quotations, capital project implementation, record keeping and budget tracking.
Supports the education and training of staff in the area of legislation pertaining to Water/Wastewater Services.
Complete price quoting and coordinate purchases with various vendors.
Arrange and schedule training courses and coordinate staff attendance with Superintendents.
Supports the Manager with the delivery of the Health and Safety program for the department.
Maintains confidentiality regarding water account information.
Demonstrate a commitment to learning and overall professional development.
Protects own health and health of others by adopting safe work practices, reporting unsafe conditions immediately, and attending all relevant in-services regarding occupational health and safety. Follows all guidelines for employees and employers as legislated under the Ontario Occupational Health and Safety Act, other applicable legislation, best practices, City policies and procedures where applicable.

A minimum of a three (3) year Community College Diploma in an Environmental or Chemical Technician program or related field.
Comprehensive knowledge of applicable legislation and regulations i.e. Occupational Health and Safety Act (OHSA), Safe Drinking Water Act (SWDA), Sustainable Water and Sewer Act.
Proven interpersonal skills.

Strong computer skills and proven ability to use corporate standard software and/or department specific software to accomplish job responsibilities including Google Workspace, Microsoft Word, Excel, PowerPoint, Dayforce (or other similar software programs) email and internet.

Nice to have:

Although not required, the following would be considered a preferred asset to the position.

Valid Operator in Training (OIT) for Water/Wastewater Treatment facilities preferred.
Valid Class G Driver’s Licence and safe driving record in good standing deemed acceptable by the employer.
The ability to communicate in both English and French.

Work Experience:

A minimum of three (3) years of experience in the field of water treatment and wastewater treatment systems and experience in quality management systems, compliance and data management is required.

Nice to have:

Although not required, the following would be considered an asset to the position.

Previous municipal experience.

Decision Making:

The position is responsible for providing timely and accurate information to the Water/Wastewater Manager and compliance coordinator and responding to the direction generated by the same. Tasks are considered semi routine with several varieties. Judgment is moderate and is generally covered by standards. Work involves generally assigned objectives and will occasionally involve special projects.

Works primarily in an office environment.
