Incumbents in this position coordinate, assign, and supervise the daily activities of professional or sub-professional Water Division engineering staff and perform related duties as required, such as tracking project development and procuring funds.

Essential Functions And Responsibilities

Working through subordinate engineering and sub-professional engineering staff, this person is responsible for the design, construction, and maintenance of the Water Distribution System in the City of St. Louis.
Supervises, coordinates, and evaluates the preparation of designs, specifications, structural plans, flow analysis, and cost estimates for public water works and related water distribution projects.
Plans and supervises the design, installation, and maintenance of the City's highly complex Water Distribution System, including direct supervision of complex emergency situations.
Resolves numerous unusual or difficult engineering problems under field conditions.
Coordinates construction projects with other City agencies and private contractors resolving numerous complications in the field.
Acts as principal assistant to the head of Distribution, fulfilling line functions in the absence of the Water Distribution Executive, Water Distribution Superintendent, Assistants in their absence and other line supervisors.
Supervises the installation and maintenance of all wafer mains, valves, hydrants, etc. in the right-of way management system.

Knowledge, Skills, And Abilities

Comprehensive knowledge of the theory and practice of civil engineering, comprehensive knowledge of the methods, materials, tools, and equipment used in the planning and implementation of engineering projects, considerable knowledge of Federal and State laws, City ordinances, and professional standards related to engineering projects.
Considerable skill in the preparation of designs, details, estimates, plans, and specifications for major engineering projects, considerable skill in planning, scheduling, and supervising staff of professional subordinates, considerable skill in supervising the work of contractors and
Data Utilization: Requires the ability to perform mid to upper-level data analysis including the ability to coordinate, strategize, systemize and correlate, using discretion in determining time, place and/or sequence of operations within an organizational framework. Requires the ability to implement decisions based on such data, and oversee the execution of these decisions.
Human Interaction: Requires the ability to provide first line supervision. Ability to persuade, convince, and train others. Ability to advise and provide interpretation regarding the application of policies, procedures and standards to specific situations.
Equipment, Machinery, Tools and Materials Use: Requires the ability to operate, maneuver and/or provide simple but continuous adjustment on equipment, machinery and tools such as a computer, motor vehicle and/or materials used in performing essential functions.
Verbal Aptitude: Requires the ability to utilize a variety of reference, descriptive and advisory data and information such as status reports, designs, standards, specifications, budgets and non-routine correspondence.
Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; calculate decimals and percentages; perform basic to advanced algebraic, geometric and trigonometric operations.
Functional Reasoning: Requires the ability to apply principles of influence systems such as supervision, managing, leading, teaching, directing, planning, coordinating and controlling. Ability to exercise independent judgment to apply facts and principles for developing approaches and techniques to problem resolution.
Situational Reasoning: Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information against sensory, judgmental and/or subjective criteria, as opposed to criteria that are clearly measurable or verifiable.
Environmental Factors: Tasks may risk exposure to adverse environmental conditions, such as dirt, dust, odors, rain, fumes, temperature and noise extremes, traffic hazards, or irate individuals.
Physical Requirements: Requires the ability to lift, carry, push, and pull moderately heavy objects and materials of twelve (12) to twenty (20) pounds, such as moving boxes of specifications from one area to another. Tasks involve the regular and sustained performance of moderately physically demanding work, typically involving some combination of climbing and balancing, stooping or crouching in order to perform construction site inspections.
Sensory Requirements: Requires the ability to recognize and identify degrees of similarities or differences between characteristics of colors, shapes and sounds associated with job-related objects, materials and tasks, such as performing field inspections or reviewing plans.

Qualifications

A Bachelor’s degree in Architecture, Civil, Mechanical, or Electrical Engineering, or closely related field from a nationally accredited college or university; plus five years of progressively responsible professional engineering experience.

Registration: Registration as a Professional Engineer in the State of Missouri.

License: Must possess and maintain a valid driver's license while employed by the City of St. Louis. Must possess a valid driver's license at the time of filing application and be able to present it upon request. Please note type of license, number, class and expiration date on the Employment Application. Only qualified applicants who provide proof of a valid driver’s license will be considered for this position.

City Residence Preference Points

City residents who pass an examination for a position in the classified service and do not receive any other preference will receive a five (5) point preference on a scale of 100 points on the exam. City residents must have resided in the City for at least one (1) year at the time of filing their application to be eligible for the preference points.
