The Division's seven business sections manage facilities and assets across the city, including treatment plants, pumping stations, water and sewer mains, laboratories and yards. Toronto Water serves 3.6 million residents in Toronto and surrounding regions, manages over $90 billion in assets and oversees a 10-year capital plan of approximately $19 billion.

The Water Infrastructure Management (WIM) section of Toronto Water is responsible for the long-term management of Toronto's water, wastewater and stormwater management assets to optimize infrastructure investment, levels of service and system performance. WIM provides engineering analysis, asset management, infrastructure planning, policy development and coordination across Toronto Water.

The successful candidate for this position will be a member of the Policy Development team. Working with other Toronto Water sections, City divisions and agencies, the Policy Development unit is responsible for leading the development of Toronto Water strategies, policies and guidelines to support programs addressing development and growth, service improvements, climate resilience and other emerging needs.

Major Responsibilities:

Your primary responsibilities as an Engineer will vary but you will be expected to:

Develop, recommend and implement policies and procedures regarding program-specific requirements.
Develop procedures, guidelines, technical standards and policies related to stormwater management and other water infrastructure.
Conduct research and analysis on assigned areas while accounting for developments within the field, corporate policies and practices, legislation and initiatives by other orders of government.
Review and analyze new technologies and leading industry practices to inform evidence-based policy development and strategic decision-making.
Plan, investigate and prepare reports and recommendations concerning engineering problems of moderate complexity or assist senior engineers to resolve more complex problems.
Manage assigned projects within established timeframes, ensuring effective teamwork, communication and high-quality and well-organized outputs.
Review and provide constructive input on reports, drawings, design, analysis, policies, guidelines, procedures, bylaws and legislation.
Represent Toronto Water as a technical specialist or stakeholder at meetings with other Toronto Water sections, City divisions, external agencies, the public and Councillors’ offices.
Prepare technical reports, staff reports to Standing Committees or Council and content for public education or communication purposes.
Prepare business cases, project charters, bid documents (e.g., RFPs, RFQs), terms of reference and scopes of work for consultant assignments.
Lead and contribute to working groups, training sessions and presentations that support knowledge sharing and process improvement.
Support partnership development and collaborative problem-solving.
