Job Profile
Reporting to the Supervisor of Data & Applications, the Software Developer is a highly skilled and experienced professional who plays a critical role in the design, development, integration, implementation, and maintenance of software systems within the Water and Waste - Data and Applications Branch. The Software Developer is responsible for mentoring programmer analysts and delivering high-quality software that meets the needs of customers and partners.
The key responsibilities of a Software Developer include analyzing requirements, designing and implementing software solutions, collaborating with cross-functional teams, and providing technical support and maintenance for existing software systems.
Success in this role requires a deep understanding of software development methodologies, experience with a wide range of modern programming languages and technologies in C#, .NET, .NET Core, Angular and TypeScript), Capacitor, database management systems (Oracle, SQL Server), system integrations (data mapping, API). Strong problem-solving and analytical skills, and excellent communication and collaboration abilities are required. A Software Developer must be able to work effectively in teams, prioritize tasks, and manage their time effectively to meet project deadlines.
As The Software Developer You Will
- Lead the implementation and support of smaller scale commercial and custom applications.
- Provide Technical Support and Maintenance.
- Analyze and document stakeholder requirements, evaluate solutions, assess feasibility, and define software specifications.
- Facilitate collaboration and effective communication with team members, cross-functional team, and stakeholders, business partners, and vendors.
- Maintain robust cybersecurity measures, safeguarding software applications and systems against potential threats and vulnerabilities.
- Provide technical expertise to optimize both software delivery and operational efficiency.
Your Education And Qualifications Include
- Bachelor's Degree in Computer Science, Software Engineering or equivalent education and experience.
- Related certifications in Microsoft Certified: Azure Developer Associate, Azure Solutions Architect and Scrum Developer software design and development, service management, and solutions delivery methods would be an asset.
- Three years working experience in relevant application development, deployment, integration, and supporting software solutions life cycle.
- Experience developing and configuring software for multiple platforms and technologies.
- Experience with software testing and quality assurance, including manual and automated testing tools and techniques.
- Experience with application profiling, performance analysis, and tuning using Visual Studio Performance Profiler, Application Insights, Azure Monitor and SQL Server Profiler, etc.
- Experience with database systems, software development tools and technologies, such as version control systems, integrated development environments (IDEs), collaboration tools, and AI-assisted development tools including the use of generative AI for code generation, testing, debugging, documentation, workflow automation, and the development or integration of AI-enabled application features.
- Proficiency in C#, .NET, .NET Core, Angular, TypeScript, REST APIs programming languages and related modern development frameworks and tools.
- Extensive knowledge of SQL server and Oracle databases, ETL, cloud computing (Microsoft Azure services), SharePoint Online and other software development tools and technologies.
- Strong attention to detail and commitment to software quality and reliability, and ability to produce high-quality, error-free code.
- Excellent verbal communication skills, including the ability to communicate with all levels of the organization and with external stakeholders.
- Excellent written communication skills including the ability to write politically sensitive and confidential material for senior level staff.
- Strong interpersonal and collaboration skills, be able to work effectively in a team environment.
- Strong problem-solving skills and ability to analyze complex problems and develop effective solutions.
- Excellent organizational and time management skills with the ability to be flexible and responsive to changing priorities and circumstances as well as the ability to work on diverse projects simultaneously.
- Strong project management skills, including the ability to manage software development projects from start to finish.
- Ability to lead development teams and mentor junior team members.
- Ability to adapt to changing technologies and new development methodologies.
- Ability to take initiative and drive projects forward with minimal supervision.

Employees of the bargaining unit who are on Schedule A-2 at the time of ratification will continue to be paid in accordance with Schedule A-2. Employees of the bargaining unit who are on Schedule A-1 at the time of ratification will continue to be paid in accordance with Schedule A-1 until they are the successful applicant to a position at a higher Administrative Salary Level (Grade) or they (or the Association on their behalf) initiate a successful reclassification to a higher Administrative Salary Level (Grade) in which case they will be placed on Schedule A-2 and subsequently follow article 25-2 (Position Evaluation - Treatment of Incumbents).
