Job Profile
Under the general direction of the Manager of Data and Strategic Support, the Strategic Support Supervisor leads the Strategic Support Branch, supports the Departmental Management Team, and helps integrate strategic support activities across the Department. The role advances continuous improvement through the implementation of the department¿s quality management system, quality audits, strategic planning, change management, data-sharing agreements, and FIPPA administration, while working closely with operational divisions to provide effective departmental support.
As The Strategic Support Supervisor, You Will
- Coordinate the planning framework, defining the organization plans, and guiding the preparation of the strategic plan for Department Management Committee (DMC) approval.
- Provide quality expertise to the Department through organizing and conducting quality audits and statistical analysis.
- Provide general supervision of Strategic Support staff.
- Manage Customer Service information portals and data sharing agreements
- Responsible for administering the Freedom of Information and Protection of Privacy Act (FIPPA) and serving as the Departmental FIPPA Coordinator
- Take on leadership roles in change management and/or process improvement projects.
Your Education And Qualifications Include
- A Bachelor's degree in Statistics, Mathematics, Economics, Commerce/Business Administration, Public Administration, Computer Science, or another closely related discipline with coursework or demonstrated focus in data analysis, strategic planning, quality management, or business process improvement.
- A recognized certificate in Quality Management is required. Certification or training in ISO 9001, change management (such as ADKAR), real property assessment, or accreditation with the Association of Assessing Officers of Manitoba would be considered assets.
- A minimum of four years' experience in strategic planning, quality management, continuous improvement, business process analysis, program or project coordination, data/statistical analysis, or a closely related operational support function.
- Experience applying statistical methods to analyze data, develop or evaluate performance measures, assess data quality, or support operational decision-making.
- Experience coordinating quality-management activities, including process documentation, internal audits, corrective actions, or continuous-improvement initiatives.
- Experience providing work direction, coaching, performance feedback, or formal supervision to staff.
- Experience in a municipal government, property assessment, taxation, or another regulated public-sector environment would be considered an asset.
- Knowledge of the application of statistical concepts, analysis, and methodologies.
- Knowledge of the application of quality concepts and methodologies.
- Knowledge of continuous improvement principles and concepts.
- Knowledge of the theory and practical application of real property assessment.
- Strong interpersonal skills, including communication (both oral and written), presentation, facilitation and collaboration skills.
- Ability to work under stressful conditions.
- Ability to establish and maintain relationships with a variety of individuals and organizations to facilitate information exchanges.
- Knowledge of research techniques.
- Ability to make sound judgments and recommendations.
- Strong ability to use computer applications such as statistical tools (SPSS), word processing (Word), advanced spreadsheets (Excel), presentation (PowerPoint),database products, graphics, and research tools.
- Knowledge of program design and evaluation of change management strategies.

- *In accordance with Article 4, an employee who enters the bargaining unit on or after the date of ratification [October 29, 2020] shall be placed on Schedule A-2
Employees of the bargaining unit who are on Schedule A-2 at the time of ratification will continue to be paid in accordance with Schedule A-2.
Employees of the bargaining unit who are on Schedule A-1 at the time of ratification will continue to be paid in accordance with Schedule A-1 until they are the successful applicant to a position at a higher Administrative Salary Level (Grade) or they (or the Association on their behalf) initiate a successful reclassification to a higher Administrative Salary Level (Grade) in which case they will be placed on Schedule A-2 and subsequently follow article 25-2 (Position Evaluation - Treatment of Incumbents).
