JOB SUMMARY

The Asset Management Branch is responsible for the cost-effective management of the City’s $20 billion public works infrastructure assets, carrying out or overseeing the provision of planning, analysis and needs evaluation specifications, and Request for Proposal (RFP) development, evaluation and selection.

You are responsible for planning, developing and overseeing the implementation of section programs that support strategic asset management and capital investment and budgeting for the department. You conceptualize, develop and implement asset management objectives and strategies by utilizing corporate and industry trends, and develop the functional tools to enable effective asset management decision making. You also: coordinate the preparation of both the long-term (10-50 yr) and the short-term (annual and 5-yr plan) departmental capital budget requirements; consult/liaise with internal operational clients, other city departments, as well as external agencies to ensure comprehensive asset management delivery and capital program management on behalf of the department; supervise section staff; retain/manage consultant services to assist with program and project delivery; and contribute to ongoing service delivery and service improvement initiatives in the branch.

EDUCATION AND EXPERIENCE

Completion of 4 year university degree in Engineering (Civil, Electrical, Mechanical, Environmental), concentration in total project management, or in Business Administration, Commerce or a related degree program with concentration in business analysis and fiscal management.

Minimum of 6 years of related and progressively responsible experience in areas that support project management, asset lifecycle planning, capital long range reinvestment and annual budget coordination, producing budget forecasts and financial impact/criticality analysis/reports. Incumbents will possess directly related experience supervising staff, managing external consultants, and working with project budgets/financial processes.

Experience in an engineering environment is desirable

KNOWLEDGE

Demonstrated working knowledge of asset management planning, condition assessment, rehabilitation and upgrade of municipal facilities and linear systems.
General knowledge of standards for asset management practice including but not limited to Infraguide, IPWEA, APWA, PAS55 and WEF principles and specifications for the optimized whole-life management system for all types of physical assets
Infrastructure deterioration models, performance characterization, rehabilitation techniques and best management practices for large municipal assets
General knowledge of Environmental Services public mandate, and departmental facilities, layout, function/design and service level issues
Broad knowledge of municipal financing practices for utilities
Familiarity with depreciation calculations
Working knowledge of financial management practices, methods and techniques in areas such as financial planning, budget development/forecasting/monitoring/reporting/control and reinvestment best management
Demonstrated knowledge of management practices, cost benefit and performance benchmarking analyses
Computer applications relating to the work, including MS Office, SAP, spreadsheets, graphics, and data retrieval applications
Data collection and analysis
Management of contracted resources
Working knowledge of Corporate Human Resource policies and the principles of supervision in a unionized environment
Must be familiar with all applicable health and safety legislation, have knowledge of any potential or actual danger to health or safety in the work place, and have knowledge of appropriate actions to be taken in order to ensure the health and safety of staff in accordance with applicable legislation and City policies and procedures.
