Original job description

At Clearway we are committed to every project. We pride ourselves on a keen work ethic and more importantly, the talent and skill of our people. In fact, the Clearway Staff is the reason why so many organizations turn to us for the most complex construction assignments. That is how we’ve evolved from a sewer and watermain contractor, to one of Canada’s most reputable construction companies with as many capabilities as there are needs.

Clearway has been operating for more than 50 years, specializing in sewers and watermains, transportation, dry utilities, shoring, road reconstruction, bridges, concrete forming, marine, environmental remediation and treatment plants / pumping stations.

If you are looking to work for a growing company who values the contribution of its employees and you demonstrate creativity, ingenuity, initiative and a high-level commitment then we are the company for you. We offer challenging and rewarding career opportunities, with room to grow, learn and excel.

Summary:

The Project Cost Analyst supports the Project Controls department in maintaining and analyzing accurate project cost information from award through closeout. Working closely with Project Managers, Estimating, Site Teams, Finance, and Project Controls, the role includes budget setup, commitment tracking, progress and earned-value monitoring, cost reporting, variance analysis, forecasting support, payment certificates, WIP reporting, and change tracking. The Project Cost Analyst reviews project cost and schedule information to identify discrepancies, emerging risks, and unusual trends, ensuring accurate and consistent monthly reporting. While Project Managers remain accountable for final forecasts and Finance for revenue recognition and WIP schedules, the Project Cost Analyst ensures project-level cost information is complete, reliable, and supports effective project financial control.

Location: Clearway's Head Office – Maple, ON. This role will require occasional visits to project sites located across the GTA.

Hours of Operations: 8:00 am to 5:00 pm

As a heavy civil contractor, Clearway’s workforce requirements can fluctuate with project schedules and anticipated contract awards. We are currently seeking skilled candidates to join our team and encourage qualified applicants to submit their application.

Essential Duties & Responsibilities:

  • Validate Estimating handover, establish project budgets and cost codes with Project Managers, and maintain accurate cost-control records.
  • Coordinate with Project Managers to obtain confirmed monthly earned quantities; review progress against takeoffs and forecasts and maintain earned-value data.
  • Analyze Budget vs. Earned vs. Actual Cost, cost variances, CPI, and productivity trends; investigate discrepancies and prepare monthly cost reports.
  • Coordinate with Project Schedulers to align cost and schedule progress, support cost-loaded schedules and cash-flow forecasts, and flag schedule-related cost impacts.
  • Validate monthly Work-in-Progress (WIP) inputs, reconcile cost and revenue information with Finance, identify billing variances, and prepare reports for management review.
  • Support project closeout through final cost and commitment reconciliation and provide historical cost data to Estimating.
  • Own the accuracy, completeness, and timely preparation of cost-control analyses and reports; escalate discrepancies and recommend adjustments without independently approving budgets, forecasts, or Change Orders.
  • Work under the direction of the Project Controls Manager, who sets priorities, supervises and reviews deliverables, and approves submissions within delegated authority.
  • Improve Excel-based cost-control tools, reporting procedures, and automation to ensure consistency across projects.
  • Review Change Order logs, track potential and approved changes, and update project records.
  • Prepare and review Payment Certificates and progress billing, verifying earned amounts, holdbacks, approved Change Orders, and contractual requirements.
  • Prepare draft cost-to-complete and Estimate at Completion (EAC) forecasts for Project Manager review; track contingencies, cost risks, and forecast changes.
  • Track purchase orders, subcontract commitments, invoices, and outstanding balances against budgets; flag coding errors and potential overruns.
  • Verify contract terms, schedules of values, billing requirements, holdbacks, and approved changes in project setup.

Requirements:

  • Diploma or degree in Construction Management, Civil Engineering Technology, Quantity Surveying, Business/Accounting, or a related field.
  • A professional designation or progress toward one, such as Certified Cost Professional (CCP), Professional Quantity Surveyor (PQS), or Project Management Professional (PMP), is an asset.
  • 2 to 5 years of experience in construction cost control, project controls, project accounting, or quantity surveying, preferably in civil, infrastructure, or heavy construction.
  • Direct experience with job cost reporting, commitment tracking, earned value, and monthly WIP or progress billing.
  • Familiarity with CCDC contract forms, unit-price and lump-sum contracts, and the Ontario Construction Act (holdback and prompt payment).
  • Experience working with or alongside a scheduling team is an asset.
  • Advanced proficiency in Microsoft Excel, including complex formulas, data validation, lookups, PivotTables, data analysis, and working with large structured workbooks.
  • Experience working with Excel-based cost-control and reporting systems.
  • Experience with VBA/macros and Excel automation is a strong asset.
  • Experience with construction ERP/job-cost systems; experience with Jonas is an asset.
  • Working knowledge of scheduling software (Primavera P6 or Microsoft Project) is an asset.
  • Experience with reporting and visualization tools such as Power BI is an asset.
  • Ability to work with cost codes, bid-item structures, project budgets, actual costs, earned values, and Change Order information.
  • Strong numerical and analytical skills with a high level of accuracy and attention to detail.
  • Ability to understand and troubleshoot relationships between source data, calculations, and reporting outputs.
  • Must be legally eligible to work in Canada – no work permit sponsorship is available for this position.
