Position Overview:

  • Company's Global Data Governance team is seeking an experienced Program Manager or Data Governance Lead to drive the activation and execution of its Enterprise Leadership Team (ELT) Delegate Engagement Program.

  • This high-visibility enterprise initiative focuses on strengthening business accountability for data governance, data quality, and data risk management across global business segments and functions. The successful candidate will lead program execution, engage senior business stakeholders, establish governance forums, facilitate data ownership and landscape assessments, and drive adoption of enterprise data governance practices.

  • The ideal candidate combines strong enterprise data governance expertise with exceptional program management, executive stakeholder engagement, and change leadership capabilities. This individual must be comfortable navigating a complex, matrixed, and regulated organization while translating strategic objectives into practical business processes, measurable outcomes, and sustained governance adoption.

Key Responsibilities:
Enterprise Program Management:

  • Lead the day-to-day execution of the ELT Delegate Engagement Program across business segments and functions.

  • Develop and manage program plans, milestones, deliverables, dependencies, risks, decisions, and action items.

  • Coordinate stakeholder onboarding and drive progress from initial delegate activation through sustained governance adoption.

  • Monitor program performance, identify potential roadblocks, and proactively resolve issues to ensure delivery against objectives.

Executive Stakeholder Engagement:

  • Build and maintain trusted relationships with ELT Delegates, senior business leaders, Data Owners, Data Stewards, and governance partners.

  • Facilitate executive briefings, onboarding sessions, workshops, and cross-functional working meetings.

  • Influence senior stakeholders to establish clear ownership, accountability, and alignment on governance priorities.

  • Communicate complex governance concepts in clear, business-focused language to drive decisions and action.

Data Governance & Operating Model:

  • Facilitate data landscape assessments to identify critical data, ownership, dependencies, data quality concerns, and governance gaps.

  • Establish and support business-level data governance forums and operating rhythms.

  • Drive the adoption of enterprise data governance principles, standards, decision rights, and accountability structures.

  • Support the identification, escalation, and resolution of data risks, governance issues, and ownership challenges.

  • Translate governance policies and strategies into practical business processes, controls, and measurable outcomes.

Reporting & Executive Communications:

  • Prepare executive presentations, program dashboards, status reports, leadership briefings, and progress updates.

  • Track milestones, governance adoption, stakeholder engagement, risks, and program outcomes.

  • Provide senior leadership with actionable insights, recommendations, and escalations to support timely decision-making.

  • Connect program activities to measurable business outcomes, risk reduction, governance maturity, and enterprise value.

Change Management & Continuous Improvement:

  • Drive stakeholder engagement, organizational change, and adoption of enterprise data governance practices.

  • Embed governance accountability into business operating rhythms and decision-making forums.

  • Develop and improve program tools, templates, processes, and communication materials.

  • Identify opportunities to strengthen governance participation, operating model effectiveness, and program execution.

Required Qualifications:

  • Bachelor's degree in Business, Information Management, Data Management, Computer Science, Finance, or a related discipline.

  • 7-10+ years of overall professional experience, with at least 5 years leading enterprise data governance, data management, or complex transformation initiatives.

  • Demonstrated experience managing cross-functional programs within large, complex, and regulated organizations, preferably in financial services or insurance.

  • Strong knowledge of enterprise data governance principles and practices, including data ownership, stewardship, data quality, metadata, lineage, issue management, controls, and data risk.

  • Proven ability to design, implement, or operationalize enterprise data governance operating models, including governance forums, decision rights, standards, accountabilities, and escalation processes.

  • Exceptional executive stakeholder management, communication, presentation, and facilitation skills.

  • Demonstrated ability to influence senior leaders, build relationships, and drive accountability within a matrixed organization.

  • Experience managing complex, multi-workstream initiatives from planning through execution and sustained adoption.

  • Strong program management capabilities, including milestone tracking, risk management, dependency management, and executive reporting.

  • Ability to navigate ambiguity, establish structure, manage competing priorities, and deliver measurable business outcomes.

Preferred Qualifications:

  • Experience implementing enterprise data governance operating models or enterprise-wide data management transformation programs.

  • Background in organizational change management, stakeholder adoption, and business transformation.

  • Experience within banking, insurance, financial services, or other highly regulated environments.

  • Certifications such as PMP, CDMP, DAMA, CBIP, or equivalent.

  • Master's degree in a relevant discipline.

Ideal Candidate Profile:

  • The successful candidate will be a strategic and execution-oriented program leader who can quickly establish credibility with senior stakeholders and drive progress across a complex enterprise.

  • Exceptional relationship-building, influencing, and executive presence.

  • Confidence facilitating discussions with senior leaders and challenging stakeholders when required.

  • Strong organizational discipline, attention to detail, and follow-through.

  • The ability to translate strategy into execution and business accountability.

  • A results-oriented mindset, with a focus on measurable outcomes rather than deliverables alone.

  • The ability to simplify complex data governance concepts and communicate their business value effectively.

Team & Work Environment:

  • The contractor will join Insurance's Global Data Governance team, working within a collaborative team of approximately 9-10 professionals.

  • The role involves extensive interaction with ELT Delegates, senior business leaders, Data Owners, Data Stewards, Risk and Compliance partners, and program teams across multiple business units.

  • Approximately 50-60% of the working day will involve meetings, workshops, governance forums, stakeholder discussions, and executive communications.

  • The position may require access to customer-related data and governance information.

  • The contractor must comply with Insurance's privacy, security, and data protection policies.

Key Success Measures:

  • Successful completion of program milestones and deliverables.

  • Effective onboarding and engagement of ELT Delegates and business stakeholders.

  • Establishment and sustained operation of governance forums and accountability structures.

  • Improved clarity of data ownership, stewardship, and governance responsibilities.

  • Timely identification, escalation, and resolution of governance risks and issues.

  • Demonstrable adoption of enterprise data governance practices and measurable progress against program objectives.
