The College of Early Childhood Educators (the College) supports high-quality early learning and care by regulating more than 70,000 members of the profession in the public interest, pursuant to the Early Childhood Educators Act, 2007. We are one of the largest self-regulatory bodies in Ontario and the diversity of our members as well as our employees reflects the diversity of the children and families to whom they provide care. Our Commitment to Anti-Racism informs how we work and is embedded in the culture of the College, where we continue to create and strengthen a workplace of inclusion and belonging.

We are seeking a Program Manager to join the Corporate Services' IT team and report to the Chief Operating Officer (COO). This role blends strategic product ownership with hands-on project delivery, making it ideal for someone who can think broadly about long-term value while driving day-to-day execution. As a Program Manager, and with input from leadership teams, you will facilitate how the College envisions the future of a key technology initiative, define requirements, and prioritize work to ensure we deliver meaningful solutions that meet business and membership needs.

Lead and manage the designated business portfolio.
Work closely with internal teams, vendor/contractors.
Collaborate with IT teams to ensure projects are aligned with strategic business priorities.
Lead cross-functional teams to ensure the project is delivered on time.
Develop a detailed project plan, allocate resources effectively, and manage project risks.
Maintain regular communication and provide leadership to project team members, impacted team members, senior and executive leadership, and cross-functional teams.
Deliver clear and concise reports on project progress, KPIs, and financials.
Proactively identify potential risks, dependencies, and issues, and develop mitigation strategies.
Monitor program progress
Other duties as assigned.

Qualifications

Four-year bachelor's degree in information technology, Computer Science or a related field, or equivalent experience
Certification in Project Management (PMP) or Agile methodologies (Certified ScrumMaster, Certified Scrum Product Owner, Agile Certified Practitioner).
5- 7 years of experience managing IT programs, specifically in the context of case management systems and membership management systems, operational IT projects, or business process automation.
Strong understanding of enterprise software, and relevant technologies (e.g., CRM, ERP, document management, workflow automation).
Proven experience with project management methodologies (Agile, Waterfall, or Hybrid), including managing complex multi-faceted projects.
Strong background in IT infrastructure and cloud technologies, with hands-on experience integrating enterprise applications (e.g., CaseIQ, iMIS)
Strong communication, leadership, and problem-solving skills, with the ability to manage cross-functional teams and drive results.
Ability to effectively manage multiple projects simultaneously while balancing competing priorities.
Experience with ticketing software (e.g., ServiceNow, Zendesk, or similar)
Familiarity with regulatory compliance and data privacy standards (e.g., PIPEDA, HIPAA, GDPR).
Strong background in IT operations management with a focus on improving process efficiency and implementing scalable solutions.
