We are seeking a highly experienced Project Controls Department Manager to lead project controls across a major portfolio of infrastructure projects. The role will oversee cost management, planning and scheduling, change control, document management, reporting, testing and commissioning coordination, and overall project controls governance.
Key Responsibilities
- Lead project controls covering cost, schedule, budget, forecasting, change management, and performance reporting.
- Develop and maintain portfolio-level schedules, master schedules, baselines, stage-gate schedules, and recovery plans.
- Monitor project budgets, commitments, actual costs, cash flow, invoices, and consolidated cost reports.
- Review contractor baseline schedules, schedule performance, corrective actions, and recovery plans.
- Implement project controls processes, procedures, reporting standards, and Stage-Gate requirements.
- Support contract preparation through schedule, cost, milestone, document management, and testing & commissioning inputs.
- Oversee document management systems, archiving, record control, and compliance across projects.
- Manage testing and commissioning requirements and associated project resources.
- Assess team capability, define roles and responsibilities, and support knowledge transfer and capability development.
- Drive continuous improvement and adoption of international project controls best practices.
Requirements
- Bachelor’s degree in Engineering from an accredited university.
- Minimum 20 years’ experience in project controls, planning and scheduling, including senior management responsibility on large-scale projects.
- Strong expertise in cost engineering, cost control, planning, scheduling, forecasting, and performance analysis.
- Advanced knowledge of engineering, procurement, contracts, construction, and project start-up processes.
- Strong experience reviewing contractor schedules and project performance.
- Professional proficiency in Primavera P6 and EPPM.
- Demonstrated leadership and team management capability.
- International experience, with Saudi Arabia experience preferred.
- Excellent written and verbal communication skills.
