Connective is a dynamic non-profit organization that provides innovative programming in the social services sector. We strive to create safe, healthy, and inclusive communities for all.

ROLE PURPOSE

The Maintenance and Asset Manager holds full property management accountability for Connective's affordable housing portfolio, spanning owned and leased properties across BC. This includes leasing and occupancy, rent collection and accounts receivable, maintenance and vendor coordination, budgeting and capital planning, and funder compliance and reporting. The role ensures properties are fully leased, operational, and code compliant, and that the systems, vendors, budgets, and reporting structures around the portfolio meet funder and regulatory requirements. The role supports common initiatives and capital projects that are strategically aligned to serve tenants, employees, and volunteers.

Burnaby, BC

STATUS

Exempt. This position is open to applicants of all genders.

HOURS

Full Time 40 hours per week
Monday to Friday, 0830-1630.

Note: Occasional weekend and evening work might be required.

REPORTING AND WORKING RELATIONSHIPS

Reports and is accountable to the Senior Manager, Building Infrastructure & Asset Management.
Works closely with regional & onsite teams to coordinate portfolio-wide maintenance and capital priorities.
Participates as a member of the Connective Common Services Team.
Liaises with staff, external contractors, funders (including CMHC and BC Housing), government agencies, and members of the community as required.

KEY ACCOUNTABILITIES

Funder Compliance and Reporting

Ensures the portfolio meets funder compliance obligations, including required certifications and periodic reporting to funding partners.
Applies the correct regulatory framework, Residential Tenancy Act (RTA) requirements to tenancy management, maintenance, inspection, and turnover practices across the portfolio.
Monitors rent increase limits and other funder-mandated thresholds, escalating compliance risks as needed.

Leasing, Tenancy & Occupancy Management

Oversees leasing activity to maintain full occupancy and minimize vacancy loss.
Coordinates move-in/move-out, unit turnover, and lease renewals or terminations.
Supports tenant onboarding, retention, and issue resolution alongside Tenant Relations Coordinators and Program Teams.
Ensures properties always remain fully operational and code compliant.

Oversees rent collection and accounts receivable, including arrears tracking and follow-up.
Issues rent-related notices in accordance with the Residential Tenancy Act.
Reconciles rent roll and AR data with Finance on a regular basis.

Asset and Capital Planning

Develops and monitors operational budgets for all properties and capital plans for owned properties, escalating significant variances in line with Connective's budget variance reporting practices.
Works with Finance on variance reporting, invoice reconciliation, and funder financial reporting submissions.
Tracks asset condition, lifecycle timelines, and capital reserve requirements across all regions.

Vendor and Contract Management

Manages vendor and contractor relationships, including service agreements, negotiations, and invoice approvals.
Coordinates with other departments as required to support portfolio operations.

Systems and Process Optimization

Optimizes and manages all property-related processes and systems, including day-to-day use of the Property Management System (PMS).
Supports the rollout and consistent adoption of standard operating procedures across teams.
Coordinates and schedules maintenance requests with internal staff members and external contractors, including after-hours and emergency response coverage across the portfolio.

Team Leadership

Manages coordinators and assistants within the infrastructure team.
Participates in continuous proactive initiatives by identifying opportunities for improvement in costs, quality, customer service, and assets.
Coordinates with other departments as required to support portfolio operations.

Insurance and Risk

Manages property level risk across portfolio, identifying and addressing conditions that could lead to loss, injury & claims,
Works with Senior Manager, Building Infrastructure & Asset Management, and Connective’s insurance broker on claims ensuring timely reporting and appropriate documentation.

WORKING CONDITIONS

- Functions independently, while remaining a crucial member of the housing operations team.
- Adheres to Connective policies, procedures, and SOPs.
- Flexibility to travel across all Connective regions as needed to support portfolio oversight.
- Available to work flexible hours as needed, which may include some evenings/weekends, as determined by regional office needs and schedules.
- Available to be On-Call for emergencies, on occasion.

EXPERIENCE AND SKILLS

- Degree, diploma, and/or trade certificate in a relevant discipline, or an acceptable combination of education, training, and experience.
- 5 years of recent experience in asset management, operations management, or property management.
- Experience with leasing, tenancy administration, and occupancy management within a multi-unit residential portfolio.
- Working knowledge of the Residential Tenancy Act (RTA) and its application to subsidized and non-market housing.
- Familiarity with funder compliance frameworks such as CMHC MLI Select and BC Housing operating agreements is an asset.
- Demonstrated commitment to a high level of customer service.
- Ability to manage and coordinate a work team across multiple regions.
- Flexibility to travel as required.
- High proficiency with the Microsoft Office suite and property management software.
- Strong communication skills (listening, verbal, and written).
REQUIREMENTS
- BCFSA (BC Financial Services Authority) property management licensing is preferred; if not currently held, the successful candidate will be required to begin the licensing process immediately upon hire.
- Ability to successfully complete a Vulnerable Persons Criminal Records Check.
- Ability to successfully pass a reference check.
Valid driver's license

COMPENSATION
This is an Exempt position. Annual Salary will be between $70,700 - $79,600 and will be based on experience and qualifications. This role is also eligible for the organization's comprehensive benefits package. The salary range provided represents the total compensation plan for this position. Actual salary placement will be determined based on a variety of factors, including pay equity, market conditions, candidate experience, internal equity, and organizational priorities.

Important: Candidates must be legally authorized to work in Canada, observe their weekly hours limit if under a temporary or study visa, and provide proof of eligibility if selected for the role.
