Job Description
As the Project Manager, PIB Program, you will be responsible for the execution of specific design, procurement, and transition-to-build tasks that are part of the PIB Ancillary Contract. This includes the development and delivery of project and task execution plans, the control and monitoring of ongoing work, and the execution of all project management responsibilities with the support of key subcontractors and various functional support departments, including Engineering, Planning, Project Controls, Supply Chain, Finance, Legal, and Production.
Key Responsibilities
- Develop project and task execution plans for design, procurement, and transition-to-build tasks in collaboration with Davie departments.
- This includes the development of schedules, lists of deliverables, roles and responsibilities, and budget and resource requirements.
- Support the Estimating Department in the development of proposals to obtain internal and client approval of project and task execution plans.
- Manage, upon approval, the execution of the aforementioned projects and tasks, including the delivery of program management responsibilities and collaboration with other departments to solicit and support their responsibilities. This involves building strong working relationships with the functional departments to ensure that the project is appropriately staffed both in terms of skill sets and quantity, to ensure its success.
- Work with the supply chain management team to execute solicitation processes for professional services and ship systems/equipment, monitor overall progress, and deliver upon program management responsibilities.
- Work with the PIB controls team to maintain project schedules and performance baselines.
- Identify, set, and monitor key performance indicators with the PIB Controls Department to ensure effective project delivery, including monitoring scope, schedule, and cost performance.
- Perform daily and weekly management of projects and tasks, including tactical-level scheduling and action management.
- Develop near-term tactical plans for addressing emerging work/issues and subsequently execute them in collaboration with project directors.
- Work with the Supply Chain and Engineering Departments as a manager of key subcontractors (Design Agent, Classification Society).
- Support the development of project-specific processes and ensure that they are followed.
- Support the change management process by engaging the necessary stakeholders and delivering upon program management responsibilities pertaining to the process.
- Support and participate in client relationships, including leading communications, client meetings/workshops, change management, and the identification/negotiation of new scope of work.
- Lead and ensure the timely delivery of documentation that is the responsibility of the program management team (meeting agendas, minutes, presentations, weekly/monthly/quarterly reports).
- Support project leadership in internal executive and company-wide briefings and communications. This includes the development and presentation of materials to a broad audience.
- Execute the risk/opportunity management process for assigned projects and tasks. This includes the identification and definition of risks, as well as the development and management of their mitigation/achievement plans.
- Support the Program Director in maintaining a positive cash flow.
- Contribute to creating an open, positive, stimulating, and exciting working environment, supporting the team’s objectives, serenity, and determination.
- Be a team leader who fosters an environment where diversity, different opinions, and proposals are promoted, discussed, and presented to the Program Director.
- Promote a continuous improvement approach aimed at identifying new potential project goals.
People Management
- Lead the project team, including both direct reports and assigned personnel from other departments, in such a manner as to make them motivated, satisfied, loyal, and effective team members who are committed to achieving established standards and the goals of the project, program, and company as a whole.
- Complete all probationary and subsequent performance reviews for project team members.
- Ensure that all project employees have received sufficient training for their roles.
- React appropriately to situations requiring disciplinary action by collaborating with the Human Resources and HSE Departments, as required.
Requirements
- Proven experience delivering projects with responsibilities similar to those outlined in the Key Responsibilities section.
- Progressive experience in project management, including a minimum of ten (10) years of project management experience in shipbuilding or a comparable industry.
- Bachelor’s degree in Engineering, Construction Management, Business Administration, or a related field is required.
- Familiarity with and ability to apply skills and methods in cost and schedule control methodologies as contained in AACEi and PMI (PMBOK) standard practices. Sound understanding of project delivery phases, activities performed in each phase, and associated deliverables.
- Working knowledge of Earned Value Measurement (EVM – ANSI/EIA-748B) in design, engineering, procurement, and construction.
- Working knowledge of risk management principles and methodologies.
- Expert knowledge of, and a demonstrated understanding of, the interrelationship between a well-defined technical project scope, a quality schedule, and associated cost/resource estimates.
- Effective written and verbal communication skills, with the ability to clearly identify and articulate issues to senior management. Specifically, the ability to create and deliver presentations.
- Bilingualism (French and English) is an asset.
- The nature of the work requires a high degree of teamwork and cooperation with other team members, as well as the ability to perform effectively under fast-paced deadline pressures.
