Overview
We are currently seeking an Asset Management Specialist to join our Linear Municipal Infrastructure team. Our team specializes in the critical networks that keep a community moving and connected, including water mains, sanitary sewers, stormwater systems, and roadways. In this hybrid role, you will bridge the gap between civil engineering design and asset management, turning complex client data into structured, predictive asset databases while supporting the design of municipal infrastructure.

Responsibilities
About the Position
Asset Management Strategy & Frameworks
- Draft comprehensive Asset Management Plans, strategies, and corporate policies compliant with ISO 55000 and Ontario Regulation 588/17.
- Establish risk matrix frameworks and define technical/customer Level of Service metrics across diverse asset classes.
- Conduct organizational maturity audits against industry standards to build multi-year AM implementation roadmaps.
- Develop reusable templates, guidance documents, and workflow tools to standardize project delivery.
Financial Modeling & Capital Planning
- Build and maintain multi-decade Lifecycle Cost Modeling (LCCA) forecasts for linear civil and municipal asset portfolios.
- Analyze rate-funded reserve scenarios, debt financing impacts, and grant dependencies to address municipal financial sustainability gaps.
- Integrate asset condition, criticality, and risk scores into dynamic investment models to prioritize capital projects under budget constraints.
Project Leadership & Business Development
- Act as a trusted advisor to municipal staff and leadership, translating technical data into actionable investment strategies.
- Lead multi-disciplinary project teams to ensure technical accuracy, budget adherence, and timely delivery.
- Facilitate stakeholder workshops and community presentations, including collaborative initiatives with Indigenous Communities on infrastructure resilience.
- Cultivate long-term client relationships, contribute to proposals, and participate in professional industry associations.
Mentorship & Continuous Learning
- Provide technical direction, coaching, and mentoring to junior engineering and asset management staff.
- Contribute to Dillon’s corporate profile through active participation in professional associations and committees.
Qualifications
- Degree in Civil Engineering, Infrastructure/Asset Management, or a related field; OR a Diploma in Civil Engineering Technology.
- P.Eng. / EIT registered; OR C.E.T. (or eligible for registration)
Experience
- 5–10 years of professional experience focused on municipal infrastructure, asset management lifecycle, and O. Reg. 588/17 compliance.
- Exceptional communication skills with a proven track record of translating complex technical/financial data for non-technical audiences.
- Willingness to travel to other Dillon Ontario offices occasionally to foster cross-firm collaboration.
