Original job description

Overview

We are currently seeking an Asset Management Specialist to join our Linear Municipal Infrastructure team. Our team specializes in the critical networks that keep a community moving and connected, including water mains, sanitary sewers, stormwater systems, and roadways. In this hybrid role, you will bridge the gap between civil engineering design and asset management, turning complex client data into structured, predictive asset databases while supporting the design of municipal infrastructure.

This is a new position and is based at our Winnipeg office. We offer flexible work hours and hybrid work arrangement options to help balance the competing demands of work and personal life.

About Dillon

Dillon Consulting Limited (Dillon) is a proudly Canadian, 100% employee-owned professional consulting firm specializing in planning, engineering, environmental science, and management. With over 25 offices and more than 1100 employees across Canada, we offer a wide range of services related to building and improving facilities and infrastructure, protecting the environment, and developing communities.

At Dillon, we strive to remain at the forefront of technology and innovation and thrive on interdisciplinary collaboration, empowering our people to challenge conventional thinking and build careers focused on creating a lasting impact in our communities. We are committed to ongoing professional development and celebrate the unique perspectives that each team member brings to the table.

Employee ownership is available to all Dillon team members, and over 60% of our employees own shares in Dillon. Through employee ownership, we return the financial benefit created by our project work to the very people who created that value. Because we are an employee-owned firm, your voice will be an essential part of our shared success.

Draft comprehensive Asset Management Plans, strategies, and corporate policies compliant with ISO 55000 and Ontario Regulation 588/17.
Establish risk matrix frameworks and define technical/customer Level of Service metrics across diverse asset classes.
Conduct organizational maturity audits against industry standards to build multi-year AM implementation roadmaps.
Develop reusable templates, guidance documents, and workflow tools to standardize project delivery.

Financial Modeling & Capital Planning

Build and maintain multi-decade Lifecycle Cost Modeling (LCCA) forecasts for linear civil and municipal asset portfolios.
Analyze rate-funded reserve scenarios, debt financing impacts, and grant dependencies to address municipal financial sustainability gaps.
Integrate asset condition, criticality, and risk scores into dynamic investment models to prioritize capital projects under budget constraints.

Project Leadership & Business Development

Act as a trusted advisor to municipal staff and leadership, translating technical data into actionable investment strategies.
Lead multi-disciplinary project teams to ensure technical accuracy, budget adherence, and timely delivery.
Facilitate stakeholder workshops and community presentations, including collaborative initiatives with Indigenous Communities on infrastructure resilience.
Cultivate long-term client relationships, contribute to proposals, and participate in professional industry associations.

Mentorship & Continuous Learning

Provide technical direction, coaching, and mentoring to junior engineering and asset management staff.
Contribute to Dillon’s corporate profile through active participation in professional associations and committees.

Qualifications

Degree in Civil Engineering, Infrastructure/Asset Management, or a related field; OR a Diploma in Civil Engineering Technology.
P.Eng. / EIT registered; OR C.E.T. (or eligible for registration)

Experience

5–10 years of professional experience focused on municipal infrastructure, asset management lifecycle, and O. Reg. 588/17 compliance.
Exceptional communication skills with a proven track record of translating complex technical/financial data for non-technical audiences.
Willingness to travel to other Dillon Ontario offices occasionally to foster cross-firm collaboration.
