SALARY: Management/Administrative - S3 ($93,492 - $1082,230)

Position Summary
Reporting to the Manager of Finance, the Supervisor of Budget and Financial Services is responsible for the supervision and administration of the Board’s accounting operations, including accounts payable, accounts receivable, cash management, banking, financial reporting, and general ledger integrity. The incumbent supports the preparation of the Board’s annual budget, Ministry Estimates, Revised Estimates, and year-end financial reports, while ensuring compliance with Ministry of Education, legislative, and Board reporting requirements. This position provides leadership to accounting staff, oversees month-end and year-end financial processes, supports continuous improvement of financial procedures and systems, and contributes to the effective stewardship of the Board’s financial resources.
Duties And Responsibilities
- Supervise and support staff responsible for accounts payable, accounts receivable, and related financial processes, ensuring compliance with established procedures and reporting deadlines;
- Monitor accounts receivable and vendor payment processes, ensuring timely invoicing, collections, and disbursements;
- Recommend and implement improvements to accounting processes, controls, and financial procedures;
- Prepare and review month-end financial reporting, journal entries, account analyses, reconciliations, and other financial reports as required;
- Prepare and submit HST/GST rebate claims and related reporting requirements;
- Maintain detailed departmental budget and Board payroll budget spreadsheets, models, and supporting calculations, ensuring the accuracy of financial data used in annual budget estimates, forecasts, and variance analysis;
- Administer and maintain the Ministry Code of Accounts and ensure the integrity of financial data within the financial system;
- Provide financial information and support for Board, Ministry, and other regulatory reporting requirements;
- Maintain knowledge of relevant accounting standards, legislation, Ministry requirements, and Board policies to ensure compliance;
- Oversee the Board’s banking activities, including cash management, deposits, and electronic payments;
- Prepare ad hoc reports and perform special projects as required; and
- Other duties and responsibilities as assigned.
Qualifications
Education
- Degree or post-secondary education in Business, Accounting, Commerce, Economics, or a related field.
- Completion of CPA Designation is required.
- Three (3) to five (5) years of progressive experience in financial management positions, preferably in the public sector
Experience
- Minimum five (5) years’ related work experience in custodial/maintenance fields;
- Experience with training, mentoring and ensuring the success of fellow custodians;
- Experience managing external contractors;
- Experience with custodial cleaning supplies including exemplary application techniques, services and suppliers;
- Knowledge of Unions and collective agreements.
Knowledge And Skills
- High degree of initiative, independent thought, sound judgement, decision-making skills, and problem-solving experience;
- Ability to deal with competing priorities, multiple demands, and constant deadlines;
- Strong attention to detail, excellent customer service delivery while maintaining a high level of confidentiality;
- High proficiency with computerized financial systems and reporting, and analysis tools such as Microsoft Excel; and
- Exemplary interpersonal, communication, and organizational skills.
